Job Title: Business Development Manager – Federal Contracts
Location: Herndon, VA / Onsite
FLSA Status: Exempt
Citizenship: U.S. Citizen
Security Clearance: Must be able to obtain and maintain a U.S. Government security clearance.
Experience Required: 7–10+ Years
Salary Range: $150,000.00-$170,000.00 You will receive a competitive total rewards package applicable to U.S. employees. Salary will be commensurate with experience, qualifications, and geographic location.

AttainX is seeking an experienced and results-driven Business Development Manager to expand our presence in the U.S. Federal market. The ideal candidate will have a proven track record of identifying, developing, and winning opportunities within Federal Civilian Agencies, the Department of Homeland Security (DHS), or the U.S. Department of Defense.

This position is responsible for identifying, qualifying, developing, and capturing new business opportunities aligned with AttainX’s strategic growth objectives. The successful candidate will build and maintain strategic customer and partner relationships, support capture planning, coordinate with proposal and technical teams, and contribute directly to corporate growth.

Minimum Qualifications:

  • Bachelor’s degree in Business, Information Technology, Engineering, or a related discipline. Equivalent experience may be considered.
  • 7–10+ years of progressive experience in federal business development, capture management, account management, or federal sales.
  • Demonstrated success identifying, qualifying, developing, and winning opportunities within Federal Civilian Agencies, DHS, or DoD.
  • Established relationships with federal government customers, industry partners, and system integrators.
  • Experience supporting full lifecycle capture activities.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and federal procurement processes.
  • Experience developing capture plans, win strategies, competitive assessments, and account plans.
  • Experience supporting proposal development activities.
  • Experience identifying and establishing teaming relationships.
  • Ability to analyze federal budgets, procurement forecasts, and acquisition trends.
  • Excellent written, verbal, presentation, and negotiation skills.
  • Strong organizational skills with the ability to manage multiple capture efforts simultaneously.
  • Experience utilizing CRM systems such as Salesforce or similar platforms preferred.
  • Must be a U.S. Citizen.
  • Must be eligible to obtain and maintain a U.S. Government security clearance.

Key Responsibilities:

  • Identify, qualify, and pursue new federal business opportunities aligned with AttainX’s strategic growth objectives.
  • Build and maintain a qualified pipeline across Federal Civilian Agencies, DHS, and DoD.
  • Develop and maintain customer relationships with government stakeholders and industry partners.
  • Lead capture activities including customer analysis, opportunity qualification, competitive intelligence, solution positioning, win strategy development, and capture planning.
  • Develop and maintain capture plans, call plans, account plans, and opportunity strategies.
  • Monitor federal procurement tools including GovWin, SAM.gov, GSA eBuy, agency forecasts, and other market intelligence resources.
  • Conduct customer, market, competitor, and incumbent analysis to improve competitive positioning.
  • Coordinate with executive leadership, proposal teams, technical subject matter experts, pricing, recruiting, and operations throughout the capture lifecycle.
  • Identify, evaluate, and engage strategic teaming partners and subcontractors.
  • Support development and coordination of NDAs, Teaming Agreements, and related business development documentation.
  • Participate in proposal strategy sessions, color team reviews, and proposal development activities.
  • Represent AttainX at customer meetings, industry conferences, networking events, and federal outreach activities.
  • Track opportunity milestones, deliverables, gate reviews, and probability of win metrics.
  • Maintain accurate opportunity data within the company’s CRM system.
  • Provide regular pipeline reports, opportunity status updates, and executive briefings.
  • Support corporate strategic planning and annual growth initiatives.
  • Travel as required to support customer engagement and business development activities.
