What is a federal business development?

A Federal Business Development job focuses on identifying, pursuing, and securing business opportunities within the U.S. government sector. Professionals in this role develop relationships with federal agencies, understand government procurement processes, and align their company's offerings with agency needs. They analyze market trends, track government contracts, and collaborate with proposal teams to submit competitive bids. Strong knowledge of federal regulations, budgeting cycles, and contract vehicles is essential.

What are some typical challenges faced in a federal business development role?

Federal Business Development professionals often encounter challenges such as long and complex procurement cycles, stringent compliance requirements, and maintaining up-to-date knowledge of evolving federal regulations. Navigating multiple stakeholder relationships within government agencies and competing against established contractors can also pose difficulties. However, these challenges are part of what makes the role dynamic and rewarding, as overcoming them requires strategic thinking, persistence, and collaboration with cross-functional teams like proposal writers, legal experts, and technical staff. By proactively addressing these challenges, you can help your organization secure significant government contracts and foster lasting client partnerships.

What are the key skills and qualifications needed to thrive in federal business development, and why are they important?

To excel in Federal Business Development, you need a deep understanding of federal procurement processes, government contracting regulations (such as FAR), and sales strategy, often backed by experience or a relevant degree. Familiarity with CRM platforms, contract management tools, and certifications like Certified Federal Contracts Manager (CFCM) are highly advantageous. Outstanding networking, relationship-building, and persuasive communication skills help candidates distinguish themselves in this field. These competencies are vital for navigating the complexities of federal contracting and driving business growth within governmental markets.

Chartis Federal is a premier systems engineering and integration firm specializing in mission-critical IT and communications solutions for law enforcement, homeland security, and defense. As a trusted prime contractor with over $160 million in task order awards, we operate across 22 states and support essential government missions worldwide.

Our commitment to excellence has fueled our year-over-year growth, earning us recognition twice as a Washington Technology FAST 50 company and securing a place on the Inc. 5000 list for five consecutive years. At Chartis Federal, our mission is clear: keeping heroes safe and connected—on the battlefield, on the border, and in our backyards.

Position Overview

Chartis Federal is seeking an entry- to mid-level Business Development Analyst to support early-stage opportunity identification and own the integrity of the company’s pipeline. This role is foundational to how Chartis tracks, qualifies, and matures opportunities across multiple verticals.

The Business Development Analyst will work closely with vertical owners, capture managers, and proposal teams to ensure pipeline data is accurate, actionable, and aligned with Chartis’ Shipley-based capture process. This position is intentionally designed as a developmental role, with a clear growth path into either Business Development Manager or Capture Manager, based on individual strengths and performance.

Duties and Responsibilities

  • Serve as the primary owner of Salesforce opportunity data, ensuring accuracy, completeness, and consistency across all active and prospective opportunities.
  • Maintain pipeline hygiene, including required fields, stage alignment, probability accuracy, values, and timelines.
  • Ensure opportunity progression aligns with Chartis’ Shipley-informed capture stages.
  • Produce pipeline reports and dashboards to support leadership reviews and growth planning.
  • Identify early-stage opportunities through customer forecasts, market research, agency buying trends, contract vehicle pipelines, and partner inputs.
  • Support opportunity qualification by capturing key data elements such as customer, scope, contract vehicle, timeline, incumbents, and competitive landscape.
  • Assist vertical owners and capture managers with early go/no-go inputs and readiness assessments.
  • Partner with multiple vertical owners to help build, maintain, and mature their respective pipelines.
  • Support capture managers with opportunity setup, data entry, updates, and early capture documentation.
  • Coordinate across BD, capture, proposals, operations, and finance to ensure pipeline data reflects real execution status.
  • Support standardization and improvement of BD and pipeline processes, templates, and reporting.
  • Maintain capture artifacts aligned to Shipley principles and Chartis’ internal BD process.
  • Identify pipeline breakdowns or data gaps and proactively recommend improvements.
Requirements:
  • Bachelor’s degree or equivalent professional experience.
  • 1–4 years of experience supporting business development, capture, sales operations, or pipeline management.
  • Hands-on experience with Salesforce or a comparable CRM.
  • Basic working knowledge of the Shipley capture methodology and federal opportunity lifecycle.
  • Strong attention to detail and comfort working with structured data.
  • Ability to manage multiple priorities while supporting several vertical owners.
  • Strong written and verbal communication skills.

Preferred Qualifications

  • Experience in federal contracting (IT, communications, engineering, or professional services).
  • Familiarity  with federal contract vehicles (IDIQs, GWACs, BPAs).
  • Experience producing pipeline or forecast reports for leadership.
  • Interest in developing into a BD Manager or Capture Manager role.
