Crystal Stairs, Inc. is seeking a mature and experienced professional to join the Executive Leadership Team, providing seasoned and compassionate leadership to take the organization to the next level. Building on over four decades of achievements, serving low-income families and challenging social inequities, the Chief Programs Officer will guide the delivery and implementation of a comprehensive array of programs and services in support of the agency's mission and vision. The CPO continuously creates innovation and improvements with actionable processes and tools that drive operating leverage and efficiency. As a member of the Executive Leadership Team, the CPO participates in establishing corporate objectives and helps to build the organization's infrastructure and will actively participate and collaborate as a member of the Executive Leadership Team to jointly deliver excellent organizational performance. A successful CPO will coordinate and leverage resource management (harvest skills, redeploy staff etc.), manage overall utilization, and resource supply and demand for functional area services. The CPO has overall responsibility for multiple program contract compliance, effectiveness, client services, control cost and continual quality review while maintaining quality commitments of the agency. The CPO ensures that all program activities operate efficiently, consistently and ethically within the mission and values of Crystal Stairs, Inc. and complies with appropriate federal and state guidelines(SDCFS). the CPO will oversee a significant portfolio of programs and related services, continuously innovating with an entrepreneurial spirit to meet the ever-changing demands of children and families in our communities.

As a member of the Senior Leadership Team, the SDCFS will elevate the strategic vision and leadership of the agency; establish corporate objectives that will build the organization's infrastructure; create program solutions that will improve the lives of children and families, evaluate the effectiveness of programs; foster relationships that will enhance collaborative partnerships and help promote philanthropic engagement; and provide mentoring, guidance, supervision, and professional development to ensure high functioning team performance.


Key Responsibilities, Oversight & Leadership


  • Provide strategic direction, lead and support the growth of all programs of the organization to serve the community and maintain the outstanding reputation of Crystal Stairs as a key contributor with the Department of Education and other funders.
  • Oversee the management of all program related projects to ensure successful delivery(on time, within budget, meeting agreed upon success criteria) by establishing goals and accountabilities; developing project plans; allocating resources; identifying potential issues/risks and developing contingency plans.
  • Represent the organization to governmental corporate and other entities including advocacy, reviewing and interpreting state and federal policies, ensuring that programmatic contract requirements are net, and maintaining overall good relations with funders.
  • Communicate and educate employees on agency culture and lead by example, demonstrating a commitment to integrity, honesty, and adherence to the highest standards of ethical behavior.
  • Determine implementation strategies, processes, plans, programs and tools to enhance organizational capability. Advise and inform Executive Leadership Team on the implications of short and long term decisions, strategies, and large scale efforts that will yield substantial results.
  • Build value-based relationships with peers and others to exchange feedback for the purpose of accomplishing work objectives, by collaboratively assessing needs and creating action plans that identify and resolve problems.
  • Generate alliances internally and externally by continuously identifying and acting on relevant factors that will create success for the agency, clients

Qualifications, Skills, Education and Experience

  • BA/BS Degree in Business, Education, Public Administration, Child Development, Organizational Development or equivalent. Requires extensive executive level leadership experience. Advanced degree, MBA or Project Management certification preferred.
  • 5 to seven years in a strategic leadership role in corporate or a non-profit agency. Experience managing seasoned professionals with high degrees of expertise. Requires experience providing creative leadership and excellent mentoring, coaching and training skills.
  • Skilled in reading, interpreting, and analyzing complex state and federal regulation, policies and procedures.
  • Ability to communicate, both oral and written, to individuals with diverse backgrounds and relate to diverse groups of people including low-income families.
  • Ability to speak, read and write English and must understand and be understood by others.
  • Knowledge of organizational and management practices related to the evaluation of services, policies, and operational needs.
  • Highly developed interpersonal skills using tact, intellect, patience and courtesy.
  • Ability to coordinate and manage projects, work independently and follow through with project completion.
