General Job Description

Administers the companies policies and procedures for all company personnel. Conducts recruitment and hiring efforts for all personnel, temporary employees, and interns. Responsible for posting ads, printing and distributing resumes. Maintains all resume tracking. Provide full benefits administration, which includes enrollment, claim resolution, change reporting, approving invoices for payment, and communicating benefit information to employees. Maintains compliance with federal and state regulations. Maintains HR records and compiles and files reports. Assist in employee relation’s efforts. Participates in developing department goals and objectives. Responsible for OSHA Form 300, updates of the employee handbook and policies and procedures, benefits renewal, training of employees including supervisors, discipline and coaching of employees, participates and may lead responses to unemployment benefits. Review and make recommendations to performance appraisals and career development.

Education & Training

· High School or AA/AS degree (trade or tech school) from an Accredited College/University

· Bachelor’s degree in business or another related field- PHR or SPHR certification preferred.

· At least 4 years of related experience.

Duties & Responsibilities

  • Serve as a link between management and employees by handling questions, interpreting and administering policy and procedures helping resolve work-related problems.
  • Analyze and modify compensation and benefits policies to establish and maintain competitive programs as well as ensure compliance with legal requirements.
  • Advise managers on organizational policy matters including but not limited to equal employment opportunity and sexual harassment and recommend changes as needed.
  • Perform difficult staffing duties, including dealing with understaffing, resolving disputes between, terminating employees, and administering disciplinary procedures.
  • Plan and conduct new employee orientation to foster positive attitude toward organizational objectives.
  • Identify staff vacancies and recruit, interview and select applicants.
  • Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation, labor relations, and employee relations.
  • Plan, organize, direct, control or coordinate the personnel, training, or labor relations activities of an organization.
  • Represent organization at personnel-related hearings and investigations.
  • Administer compensation, benefits and performance management systems, and recreation programs.
  • Policy development and communications; subsequent employee handbook updates
  • Job description development and updates.
  • New hire on-boarding including references, background checks.
  • Recruiting, hiring, and vetting.
  • Investigates claims of discrimination and harassment within the organization, prepares reports of findings, and makes recommendations for action; arbitrates employee complaints.
  • Employee coaching and counseling and training.
  • Workforce capability, analyzing and establishing individual’s standards for growth.

 

Knowledge/Experience/Skills

  • Human resources software — ADP HR/Profile
  • ADP HRIS and ADP Reportsmith software
  • Strong oral and written communication skills; strong interpersonal skills
  • Ability to multi-task, attention to detail, problem solve, and strong collaborative and teaming skills
  • Online recruitment and networking
  • Considering relative costs and benefits of potential actions to choose the most appropriate one.
  • Ability to communicate with all levels of the organization.
  • Enterprise resource planning ERP software — Deltek Costpoint.
  • Time keeping software — ADP
  • Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.
  • Microsoft Office Suite: Word, Excel and PowerPoint.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Knowledge of laws, legal codes, precedents, government regulations, executive orders, agency rules.
  • Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
