Job Description

POSITION OVERVIEW

The Human Resource Director plans, leads, directs, develops, and coordinates the policies and activities of the Human Resources (HR) department, ensuring legal compliance and implementation of the organization’s mission and talent strategy.

ESSENTIAL FUNCTIONS

A. Supervisory Responsibilities

  • Oversees the day-to-day HR operational needs of the agency and department workflow to respond to the agency and staff members’ requirements and issues
  • Supervises the internal and external recruitment and onboarding processes
  • Reviews and approves promotions, transfers, and critical staff movements
  • Handles employee discipline in accordance with agency policies and union contract
  • Coordinates with the labor-management committee and Day Care Council of New York (DCCNY) to promote a more collaborative and transparent approach to advancing employee welfare, resolving grievances, and working with union representatives
  • Guides Directors/Department Heads in dealing with employee concerns and issues
  • Partners with the Senior Directors in planning, developing, implementing, and evaluating interventions based on the specific needs of each Center

B. General Duties and Responsibilities

  • Collaborates with the senior management team to understand and align the agency’s goals and strategy related to HR policies, practices, and decisions
  • Reviews and creates baseline HR policies to ensure consistent practices, objective decisions, and compliance with employment laws.
  • Administers and oversees the administration of human resource programs, including disciplinary matters, disputes and investigations, recruitment, promotion, retention, and other employee movements
  • Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent acquisition
  • Collaborates with the IT Department in evaluating, implementing, and maintaining the organization's human resource information system (HRIS) to streamline HR & Payroll processes and create the best candidate and employee experience from application to separation
  • Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations and recommended best practices; reviews and modifies policies and procedures to maintain compliance
  • Supervises the HR Specialist responsible for:
  1. Maintaining and updating candidates for screening and HR databases/spreadsheets
  2. Employment Verifications and Certificates of employment
  3. Salary and Payroll Verifications
  4. Verifying unemployment claims
  5. Supporting the HR Director in recruitment and day-to-day HR Operations
  • Partners with the Accounting/Fiscal Department to address Payroll and Benefits issues
  • Keeps abreast of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate policy updates, practices, and resources to management and team members
  • Facilitates professional development, training, and certification activities for HR staff
  • Performs other duties as required

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Human Resources or related fields
  • Demonstrated success in previous experience working as an HR Leader supervising a team for at least five (5) years
  • Deep experience in key HR areas such as Talent Acquisition, Employee Relations, Total Rewards, and Employee Engagement
  • Diligent and firm, with high ethical standards
  • Proficient with Microsoft Office, especially Word, Excel, PowerPoint, Google Suite, and other productivity tools. Familiar with data presentation tools, including graphs, flowcharts, and related applications.
  • Significant prior experience with Human Resources Information Systems (HRIS) application
  • Strong communication, interpersonal, and negotiation skills, as well as excellent analytical and problem-solving abilities
  • Passion for continuous improvement, commitment to valuing diversity, and contributing to an inclusive working and learning environment
  • Highly organized with extreme attention to detail and the ability to effectively handle and manage multiple projects or responsibilities effectively
  • Ability to thrive in ambiguity, work well under pressure, and exercise high-level judgment in handling sensitive and confidential matters
  • Ability to respond calmly, quickly, and decisively to unpredictable or unexpected events and changes and provide guidance and solutions to problems even in complex situations.
  • Working knowledge of employment-related laws and regulations
  • Experience working in a unionized organization

PREFERRED QUALIFICATIONS

  • Master’s degree in Human Resources, Organization Development, or related fields
  • Human Resources and Coaching Certifications
  • Project Management Training or Certification
  • Experience working in Non-Profit Organizations and/or Early Childhood Education Centers

POSITION TYPE AND PHYSICAL REQUIREMENTS

  • Full-time union position – 38 hours /week; Monday – Friday at least 7.5 hours/day
  • Able to travel to the different Centers in New York City, as needed (Brooklyn, Manhattan, Staten Island)

WORK AUTHORIZATION AND CLEARANCE

  • Documentation of eligibility to work in the United States
  • Must pass the background checks required by the Department of Health (DOH) and Department of Education (DOE)

PAY RANGE

  • With Preferred Qualifications: $ 90,000 - $ 100,000/year
  • With Minimum Qualifications: $ 75,000 – 85,000/year
  • Commensurate with the candidate’s qualifications, experience, education, specialty, training, and budget. The pay range represents the agency’s good faith and reasonable estimate of the range of possible compensation at the time of hiring.
