General Summary

Responsible for facilitating and assuring the compliance requirements of the Credit Union by administering, enhancing, and executing the Credit Union’s Compliance and Regulatory policies and programs. Provide compliance, policy, and procedure management to ensure associates maintain high standards and Credit Union operations. Offer a training-based approach to the compliance function and integrate changes/enhancements.

Essential Functions

  1. Establish, develop, coordinate, and complete compliance reviews and risk assessments along with issuing necessary reporting, as well as supporting the tracking process for risk control responses and compliance review findings to ensure timely resolution.
  2. Responsible for managing the legal and regulatory compliance program and functions for the Credit Union.
  3. File appropriate compliance reports with regulatory agencies and identify compliance issues that require follow-up or investigation.
  4. Coordinate and assist in independent, state, and federal regulator and auditor examinations and reviews.
  5. Responsible for ensuring Credit Union activities, marketing materials, and member-facing disclosures and documents are in compliance with financial and regulatory laws; including legal compliance actions and NCUA regulations.
  6. Work directly with the BSA/Junior Compliance Officer to administer all aspects of the Bank Secrecy Act (BSA) Compliance program. Assist the BSA/Junior Compliance Officer with submitting Currency Transaction Reports (CTRs) and Suspicious Activity Reports (SARs). Monitor and track high-risk members and accounts. Manage exempt-person filings.
  7. Research and monitor emerging risks and pending changes that could directly affect the Credit Union’s current practices, as well as keeping current on all laws and regulations which impact the Credit Union.
  8. Provide quality control reviews and monitoring in the areas of BSA, USA Patriot Act, Anti-Money Laundering (AML), Customer Identification Program (CIP) and OFAC (Office of Foreign Asset Controls). Conduct risk-based reviews of deposit and lending functions to ensure internal controls are in place. Perform independent audits and testing and report findings to the CEO.
  9. Provide learning opportunities and training for associates, management, and Board of Directors/Committee members. Train new associates as needed and provide ongoing training to ensure internal policies, procedures, and controls are understood. Develop a library of compliance resources.
  10. Provide due diligence for vendor management program.
  11. Provide periodic reports to the Board of Directors/Committees concerning the compliance and audit processes.
  12. Work directly with Credit Union associates to ensure daily transaction records are received and file appropriate reports or take necessary action. Investigate transactions which are suspicious in nature.
  13. Be a champion of Credit Union service expectations and core values.
  14. Resolve issues and respond to escalated situations, while maintaining confidentiality and sensitivity to the member’s needs, maintaining a balance between Credit Union expectations/goals/policies during conflict resolution.
  15. Maintain knowledge of all features, benefits, services, products, regulations, technology, and systems. Take on new initiatives and embrace change by being flexible and adaptable.

Job Specifications

  1. Solid knowledge of audit procedures, government regulations, credit union/banking procedures and policies.
  2. Bachelor’s degree in accounting/audit/finance or equivalent experience is preferred.
  3. A minimum of five years of compliance or related experience is required.
  4. Strong analytic and critical thinking skills along with demonstrated research, organizational and time-management skills.
  5. Ability to handle multiple projects and deadlines.
  6. Problem solving skills requiring judgment ability to apply broader aspects of established practice to situations which go beyond clear, concise guidelines.
  7. Obtain cooperation, while reaching diplomacy, tact, and trust. Requires considerable discussion of situations to resolve issues with impact to departments or Credit Union areas.
  8. Ability to assess procedures and seek improvements to Credit Union practices, programs, and policies.
  9. ??Must be willing to obtain CUCE Certification, along with required training programs.
  10. Demonstrated ability to communicate effectively with individuals involved with actual or potential fraudulent activity.
