Job Description

The HR (Human Resources) Manager at CAPI is responsible for overseeing critical Human Resources functions, ensuring the efficient operation of HR processes and practices. Reporting directly to the Director of Finance and Administration, this role requires a keen attention to detail, strong organizational skills, and effective collaboration with various departments to support the organization's objectives.

Key responsibilities include supporting payroll processing ensuring accurate and timely execution of payroll tasks, overseeing employee benefit programs, ensuring compliance with employment laws and regulations, leading the recruitment cycle, facilitating onboarding for new hires, and identifying strategies to enhance employee engagement and retention.

In addition to these core responsibilities, the HR Manager contributes to strategic planning, data analysis and reporting, continuous improvement of HR policies and practices, and fostering a positive workplace culture. Through these efforts, the HR Manager plays a pivotal role in supporting CAPI's mission of empowering refugees and immigrants towards self-determination.


WAGES AND BENEFITS: $35-$38 an hour; medical insurance, including generous employer contributions to a Health Savings Account; dental and vision insurance; participation in the agency-sponsored retirement plan with a 3% match; employer-paid life insurance; short- and long-term disability insurance; paid parental leave; generous paid time off, plus 10 employer paid holidays and 1 floating holiday per year.


SCHEDULE: This is a Full-Time office position. Most of the hours will be conducted during CAPI's normal business hours Monday through Thursday from 8:30am - 4:30pm, and Friday from 8:30am - 3:00pm; however, there may be some light evenings and weekends. CAPI USA allows employees to work from home up to one day per week if their job responsibilities allow and with their supervisor's approval.


JOB RESPONSIBILITIES:


Human Resources Administration* 40%

  • Oversee employee benefit programs, including renewal, recommendations for plan changes, and open enrollment, addressing employee inquiries with professionalism and courtesy.
  • Ensure compliance with employment law requirements (OFCCP (Office of Federal Contract Compliance), MDR/AAP, OSHA) and maintain up-to-date employee handbook policies, suggesting revisions, as necessary.
  • Administer Workers Compensation programs and claims, as well as manage unemployment insurance activity.
  • Review and approve HR-related vendor invoices for payment, ensuring accuracy and adherence to budgetary constraints.

Recruitment & Retention* 40%

  • Administer the recruitment cycle, from job description creation to candidate selection, ensuring alignment with CAPI's mission and values.
  • Maintain company organization charts and employee directory.
  • Facilitate onboarding activities for new hires, including presentations on benefits, organizational culture, and office setup.
  • Identify turnover trends and retention issues through surveys and personal interactions, making recommendations to enhance employee retention.
  • Support the development and management of CAPI's compensation plan, evaluating pay equity, market conditions, and available budget resources.
  • Conduct employee exit interviews, identifying trends impacting retention and satisfaction.

Collaboration and Support* 15%:

  • Collaborate with Operations, Facilities, and Finance departments to ensure alignment of HR practices with organizational goals and objectives.
  • Support senior leaders on all-staff training opportunities, focusing on HR topics such as diversity, equity, and inclusion, and other employment-related areas.
  • Assist in resolving employee relations issues and fostering an inclusive and welcoming workplace environment.

Other Duties as Assigned* 5%

  • Demonstrate a strong commitment to CAPI's mission and values, aligning your actions with the organization's goals and principles.
  • Participate in and support various initiatives and activities aimed at advancing CAPI's mission and objectives, contributing your skills and expertise to their success.
  • Serve as an ambassador for CAPI, representing the organization positively in interactions with stakeholders, partners, and the community.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Performs other duties as assigned.

REQUIRED QUALIFICATIONS:

Education and Experience

  • Bachelor's degree in human resources management, Business Administration, or related field.
  • Minimum of 3 years of progressive experience in HR management, preferably in the nonprofit sector.
  • Sound knowledge of employment laws and regulations.
  • Demonstrated proficiency in recruitment, onboarding, employee relations, and benefits administration.
  • Strong interpersonal skills, with the ability to build trust and collaborate effectively across departments and with diverse stakeholders.
  • Detail-oriented with excellent organizational and time management skills.
  • Commitment to equity, diversity, and inclusion, with a passion for serving diverse communities.

Skills, Knowledge, and Abilities

  • Must be driven by CAPI's mission and have experience working in a diverse office setting.
  • Must be detail-oriented and possess excellent verbal and written communication skills.
  • Must show high cultural competency and have excellent interpersonal and conflict resolution skills.
  • Strong analytical and problem-solving skills.
  • Comprehensive knowledge of employment-related laws and regulations.
  • Knowledge of and experience with varied human resource information systems.
  • Ability to manage sensitive materials such as employee information confidentially and maintain data integrity.
  • Ability to actively participate and collaborate with CAPI's Leadership team.
  • Adhere to the highest ethical standards in management, governance, and fund development.
  • Proficient with Microsoft Office Suite or related software.
  • Proficiency with or the ability to quickly learn the organization's HRIS (iSolved) and talent management systems.

Licenses and/or Certifications

  • Valid MN Drivers' License, access to reliable transportation, and the ability to meet agency's driving record requirements.
  • SHRM-CP, SHRM-SCP, PHR, other accredited HR certification, or significant equivalent experience in Human Resources.
