Job Description: JOB SUMMARY: This is a highly responsible position accountable for the administration of the Emergency Management Department and facilitating interagency coordination, cooperation, and planning between all levels of government including local, state, and federal agencies and private industry, non-governmental organizations/volunteer groups before, during and after an emergency or disaster. The general duties include: developing, reviewing and updating emergency, mitigation, recovery and continuity policies and plans; serve as liaison with other agencies for the purpose of emergency planning and coordinating emergency operations; develop, coordinate and conduct training and exercises for Clear Creek County (as an organization) and external partners; collaborates with private industry, other governmental agencies, non-governmental volunteer groups; Ensure basic emergency management functions are fulfilled including incident support operations such as storm tracking/severe weather coordination, emergency operations planning, incident recovery( to include damage assessment),awareness of wildland fire fuels, assist with shelter management, volunteer and donations management, emergency management/homeland security grant administration, mitigation/prevention support, and agreement/financial management coordination prior to or during incidents; supporting County emergency operations and disaster services. This includes: organization and management of the Emergency Operations Center (EOC); developing, reviewing, and updating emergency, mitigation, recovery and continuity policies and plans, to endeavor to reduce the risk of injury, loss of life, or damage to property or the environment as a result of natural or human caused events or action. This position is under direction of the Undersheriff ESSENTIAL DUTIES AND RESPONSIBILITIES PREPAREDNESSEmergency Operations Center Manager, which includes: development and regular review of EOC policies and procedures; conducting monthly trainings with EOC staff; development and review of plans relevant to EOC operations.Develop and maintain the EOC as a site from which key officials can direct, control, and conduct coordinated operations in emergencies.Establish a Local Emergency Planning Committee (All Hazards Planning Committee) and attend the bi-annual meetings for the Local Emergency Planning Committee (LEPC) / Multi-Agency Coordination group (MAC) to include Local, State/Federal agencies, utilities and private industries. Serve as Chairperson for this Committee.Develop and update emergency operations plans and policies; responsible for coordinating with other jurisdictions, community, faith-based and volunteer groups for services to support emergency operation plans.Plan, coordinate and participate in disaster and emergency trainings and exercises; assist in the development, execution and evaluation of emergency exercises for private industry, other governmental agencies, volunteer groups and disaster volunteers in accordance to State and Federal policies.Responsible for development and updating the following Clear Creek County emergency planning documents: Emergency Operations Plan; Hazard Mitigation Plan (Natural and Human caused); Continuity of Operation Plans ;Emergency Operation Center; Recovery Plan (to include Damage Assessment; Rapid Needs Assessment); Annual Operations Plan (Wildland Fire); Cyber Security Response Plan.Coordinate emergency management program funding through grants, including: researching potential grants; reviewing guidelines to assure adherence; assisting in and/or developing financial and program reports. As appropriate, forward grant opportunity information to the various organizations/agencies and in some situations may facilitate the writing of grant applications by providing data and statistics or other required information. Assist in acquiring equipment for disaster preparedness.Consult with federal, state, county and municipal officials to assist in establishing emergency management program objectives. Supervise preparation of project applications, progress reports and other documents required for federal/state assistance in the emergency management program.Supervise existing emergency management training programs to ensure compliance with State and Federal standards. Develop, implement and supervise new training programs to maintain and upgrade department standards; coordinate with other agencies for mutual combined training.Research and recommend statutes, ordinances and resolutions in the pursuance of emergency management objectives. Assist with defining emergency powers, authorities and responsibilities of officials. Conduct tests and exercises to give key officials practice in directing operations during a simulated emergency situation.Develop programs and presentations which provide emergency preparedness information and training for governmental agencies, volunteer groups, support services, disaster volunteers, general public and private industry; prepare both print and multi-media material for emergency management education and training.Coordinate the collection and review of emergency planning information from private industry, other governmental agencies, and volunteer groups to ensure coordinated response to and recovery from disasters and emergencies; ensure plans are complete, and compatible with the County Emergency Operations Plan.Establishing and maintaining Mutual Aid Agreements, Memorandums of Understanding between jurisdictions, organizations and agencies both public and private.Maintain National Incident Management System (NIMS) compliance.Maintain and periodically test alert and notification contact lists.Establish regular maintenance of Emergency Management Website concerning Preparedness and Mitigation opportunities.Plan, prepare and manage annual budget for Emergency Management.Perform supervisory responsibilities of assigned personnel which typically include: planning, assigning, reviewing and directing work, performance evaluations, training, and career development, addresses performance or personnel concerns, and initiates corrective actionConvening the appropriate individuals to make needed decisions, facilitating meetings and briefings to ensure a common operating picture, and acting as a liaison to various groups and organizations for the safety of everyone involved in the emergency.Participation in the following groups: Clear Creek County Communications Board; Clear Creek County Emergency Telephone Service Authority; Clear Creek County All-Hazard Planning Committee (LEPC / MAC); Clear Creek County Wildfire Council; West Region Emergency Planning Committee; West All Hazard Emergency Management Region; West Region Wildfire Council; Colorado Emergency Management Association. Attending meetings, conferences, and workshops related to emergency management in order to learn new information, develop working relationships with other emergency management specialists, and exchange lessons learned.Frequent travel with-in the state, for meetings, trainings and exercises, and emergency deployments.Perform other job related duties as required. MitigationDeveloping strategies to address all relevant threats and vulnerabilitiesDistribute information and manage Wildfire Protection Task Force grant in alignment with Community Wildfire Protection Plans.Develop and maintain Emergency Operations Center equipment and resource materials to include facilities and communications capabilities. RESPONSE During EOC activations, provides for: management of EOC staff and all EOC functions; multi-agency coordination; liaison to State and Federal partners; regular situational updates to County leadership. Establish, maintain and operate public warning and notification systems to alert and warn the public and key officials of emergencies.Provide documentation and tracking of all costs associated with Clear Creek County Wildland Fire Response Operations. When appropriate, invoice responsible parties.Coordinate for distribution Public Information by Public Information Officer (PIO) and Joint Information Center (JIC) during an emergency/disaster or eventPreparing emergency situation status reports that describe response efforts, needs, and preliminary damage assessments. RECOVERYPrepare After Action Report (AAR) in a timely and clear manner.Review and update EOP/COOP based on regulatory/statutory or knowledge gained from response outcomesIdentify critical and life safety facilities and infrastructure for inclusion in county-wide and state mapping databases, and Rapid Needs Assessment Plan (RNA)Assist in restoring whole community to normal or better after an incident by disseminating information on financial assistance to help recover for repairs both public and private. REQUIRED JOB QUALIFICATIONS: EDUCATION & TRAINING:An Associate Degree or High School Diploma; andA minimum of four years of civil defense, emergency management, or related experience; or,Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
