Job Description

Sacramento Heart & Vascular Medical Associates is one of Northern California’s foremost specialty groups in the diagnosis and treatment of cardiovascular disease. We have an immediate opening for a full-time Human Resources Manager seeking employment in a fast-paced environment. This position requires a local presence from our main office centrally located in Sacramento, CA. This position is not currently a remote position.

Role and Responsibilities

The Human Resources Manager oversees the company’s daily Human Resource administrative functions. These functions include, but are not limited to, planning, coordinating, and directing activities such as recruitment staffing, onboarding, offboarding, employee relation matters, HRIS/Payroll systems administration, benefits and 401k administration, organizational development, implementation of various polices, processes and programs, HR compliance, HR related insurance management, strategic planning with Administrator and/or Managing Partner and/or provider management, while responding to daily employee questions, requests, and concerns.

The Human Resources Manager must be comfortable working in a fast-paced Healthcare environment and is the liaison between upper management and all other employees. Play’s a key role in building and maintaining company culture through effective workplace engagement and communications.

  • Enhances the organization’s human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.
  • Maintains the work structure by updating job requirements and job descriptions for all positions.
  • Supports organization staff by establishing a recruiting, testing, and interviewing program; counseling managers on candidate selection; conducting and analyzing exit interviews; and recommending changes.
  • Conduct full-cycle recruitment of new employees, offer letter management, including placing advertisements, developing contacts with recruiting sources, interviewing, consulting with internal hiring managers. Posts internal and external job opportunities as needed.
  • Manage full-cycle onboarding and offboarding process.
  • Maintain and update all standardized documentation needed for, onboarding, offboarding, payroll, disciplinary, employee status changes, leave of absence management, performance management, general notifications, organization charts, best practices, and other functions as needed.
  • Assist with annual insurance renewals related to coverages for workers compensation, employment practice liability, commercial liability, cyber, malpractice, and others as required.
  • Conducts periodic pay surveys; scheduling and conducting job evaluations; monitoring and scheduling individual pay actions; and recommending, planning, and implementing pay structure revisions.
  • Ensures planning, implementation, and monitoring of performance review process of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; and counseling employees and supervisors.
  • Implements employee benefits programs and annual open enrollment. Informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit programs; obtaining and evaluating benefit contract bids; awarding benefit contracts; and designing and conducting educational programs on benefit programs.
  • Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements, conducting investigations, maintaining records, and representation.
  • Enforces management guidelines by developing, preparing, updating, and recommending human resource policies and procedures.
  • Maintain all personnel policies and procedures and provide guidance and interpretation to employees.
  • Maintain in-depth knowledge of legal requirements related to HR, reducing legal risks, and ensuring regulatory compliance.
  • Updates, maintains all Injury Illness and Prevention documentation and notification to practice as needed.
  • Retains all current and historical human resource and personnel records by designing a filing and retrieval system and keeping past and current records, electronically and hardcopy.
  • Maintain and update all HRIS, payroll, health benefits, 401k, Cobra, time, and attendance system, recruiting, and related online portals as needed.
  • Back-up support to processing semi-monthly payroll as needed.
  • Administrator of company 401k profit sharing plan and compliance requirements.
  • Manage and administer all leave of absence process for employees while complying with federal and state requirements.
  • Respond to employment verifications as needed.
  • Manage and/or coordinate employee events and welfare activities.
  • Issues and coordinates between building security vendor (Sonitrol) all SHVMA employee key fob assignments as needed.
  • Issues and maintains all building key assignments and collection as needed.
  • Creates and issues all photo ID badges for employees as needed.
  • Administers all HR reporting as needed, i.e., 401k census, ACA, headcount, general HR, etc.
  • Review all ergonomic requests and present them to Administrator for approval as needed.

Qualifications and Education Requirements

  • Bachelor’s degree in human resources, business or a related field, or extensive prior experience in human resources management.
  • 5-10 years of experience in a human resources position.
  • 5-10 years of experience in a managerial position.
  • PHR/SPHR (preferred).
  • Possesses superb written and spoken communication skills.
  • Excellent interpersonal relationship building and employee coaching skills.
  • Excellent computer skills, knowledge of Human Resources Information Systems (HRIS). Excel and demonstrated skills in database management and record-keeping.
  • Organized and efficient in daily tasks.
  • Able to work collaboratively with multiple health professionals in a busy and complex environment using tact, diplomacy, and discipline.
  • Strong organizational, problem-solving, and analytical skills.
  • Acute attention to detail.
  • Good judgment with the ability to make timely and sound decisions.
  • Strong knowledge in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations.

Working Conditions Office setting, with moderate noise level.

Physical requirements Requires full range of body motion including manual and finger dexterity and hand-eye coordination. Requires sitting for extensive periods of time with occasional standing and or walking. Occasionally lifts and carries items weighing up to 10 pounds. Requires corrected vision and hearing to normal range.

Compensation for this role at Sacramento Heart & Vascular Medical Associates (SHVMA) depends on a wide array of factors including but not limited to role, skill set and level of experience. As required by state or local law, SHVMA provides a reasonable pay scale to include the hourly or salary range that SHVMA reasonably expects to pay for this role as stated within this job posting.
