Job Overview:

Under minimal supervision and administrative direction, the People Business Partner is responsible for aligning talent strategies to business priorities and objectives with leadership at Tucson Airport Authority (TAA). The People Business Partner serves as a partner and advisor to TAA leadership and an advocate for TAA team members’ success, to ensure TAA is hiring, developing, managing, retaining, and engaging the best possible talent to meet identified needs at Tucson International Airport (TUS) and Ryan Airfield (RYN).


Essential Functions: 

The following functions and all other functions not included in this job description are to be performed in the best interests and for the greater good of TAA.

  • Support and advocate for TAA’s Mission, Vision, Guiding Principles, and Strategic Plan and act as a champion and role-model of TAA’s Cultural Fundamentals.
  • Administer and consult leadership and team members on employee services, ensuring high levels of customer service, accuracy, and team member engagement.
  • Design, develop, and implement talent management initiatives to source and recruit, develop, and retain team members.
  • Plan, conduct, and apply organizational assessment strategies that result in organizational improvement and efficiencies.
  • Responsible for assigned employee relations, conducting investigations, and resolving complaints, including, in support of management decision making, recommendations regarding employment action, up to and including possible terminations.
  • Recognize, recommend, develop, and implement plans to promote diversity, equity, and inclusion within TAA.


Your Qualifications:

  • Bachelor's Degree from an accredited four-year college/university in Human Resources Management, Business Administration, or related field.
  • Three years of professional HR generalist experience with broad knowledge of the employee lifecycle (talent acquisition, benefits administration, FMLA and leave programs, compensation administration, and talent management).
  • Any equivalent combination of education and years of experience sufficient to demonstrate the ability to satisfactorily meet the job requirements will be considered.


Preferred Qualifications: 

  • Certification in Human Resources Management such as SHRM, HRCI, IPMA, or similar organization.
  • Work experience within public or non-profit organizations.
  • Effective leadership and influencing skills, strong analytical and reasoning abilities, and superior communication skills.
  • Knowledge of airport systems and operational needs
  • Spanish speaking


We Value:

  • Knowledge of federal and state legislative requirements related to Human Resources or Benefits administration.
  • Knowledge of theory, principles, practices, and techniques of personnel administration.
  • Knowledge of trends in human resources program development.
  • Skill in working with a variety of software programs including Microsoft Office, HRIS/HRMS, and databases.
  • Skill in leading with influence and facilitating through others.


Licenses; Certificates; Special Requirements:

  • Valid Arizona Driver’s license.
  • Must obtain and maintain access to the Security Identification Display Area (SIDA)
  • Must successfully complete the National Incident Management System Requirements and Certification (100, 200, 700, 800) within the first year of employment.
  • As an employee, you are deemed to be essential personnel as part of TAA’s Emergency Response Team, and must respond to airport incidents, as requested/required.
