About the Role:

The role of Grant Program Analyst will be responsible for ensuring adherence to regulatory requirements and grant guidelines related to telecommunications projects, particularly the Treasury’s Capital Projects Fund and State and Local Fiscal Recovery Funds, the NTIA ‘s BEAD and Digital Equity programs, and several other state and federal funding initiatives. This role will work closely with Finance, External Development, Engineering, and external stakeholders to maintain compliance with grant conditions, produce timely reports, monitor project progress, and mitigate risks.

Key Responsibilities:

  • Grant Compliance Management:
    1. Monitor and interpret regulatory requirements and grant guidelines applicable to telecommunications projects.
    2. Develop and implement compliance policies and procedures to ensure adherence to grant conditions.
    3. Conduct regular audits and reviews to assess grant terms and conditions compliance.
  • Project Oversight:
    1. Collaborate with project managers and cross-functional teams to ensure compliance throughout the project lifecycle.
    2. Review project plans and documentation to identify potential compliance issues and develop solutions.
    3. Guide on compliance matters and assist in resolving issues as they arise.
  • Reporting and Documentation:
    1. Prepare reports and documentation for regulatory agencies and grantors, including progress reports, compliance certifications, and audit findings.
    2. Maintain accurate records and documentation related to grant funding and compliance activities.
  • Risk Management:
    1. Identify and assess compliance risks associated with telecom grants and develop strategies to mitigate risks effectively.
    2. Monitor changes in regulations and grant requirements and recommend adjustments to compliance processes as needed.
  • Training and Awareness:
    1. Conduct training sessions and workshops to educate staff on compliance requirements and best practices.
    2. Foster a culture of compliance awareness and accountability throughout the organization.
  • Perform other related duties as required and assigned.

Key Qualifications:

  • Bachelor’s degree in business administration, Law, Finance, or a related field. An advanced degree or certification in compliance is a plus.
  • Previous experience in compliance, regulatory affairs, or grant management, preferably in the telecommunications industry.
  • Strong understanding of regulatory frameworks and grant programs relevant to telecommunications projects, especially 2 CFR 200.
  • Excellent analytical skills with the ability to interpret complex regulations and guidelines.
  • Exceptional attention to detail and organizational skills.
  • Effective communication and interpersonal skills, with the ability to collaborate across teams and influence stakeholders.
  • Proven ability to manage multiple priorities and work under tight deadlines.
