Position Summary:

Performs operation and maintenance activities of the water treatment plants and wells. Performs compliance monitoring and process control testing. Analyzes and monitors data results to determine process changes required to maintain a quality water effluent. Maintains positive relationship with CDPHE Compliance personnel. Must have experience with the Colorado Primary Drinking Water Regulations and the monitoring schedule. This position will be responsible for all sampling requirements assigned to the drinking water system. Maintain complete, accurate and accessible lab records for all required testing. Conducts daily rounds at water treatment facilities to obtain meter readings, check equipment, clean and observe for any abnormal conditions. Assists with maintenance of water treatment equipment and the wellhead maintenance program.

Essential Functions & Basic Duties:

  • Performs operation and maintenance activities of the water treatment facilities and pump stations.
  • Assists and leads department training and helps with mentoring the junior personnel as they advance in their careers.
  • Works with the junior operators to establish and maintain a safe working environment.
  • Works with other operators to provide insight on all aspects of water plant operations and maintenance.
  • Ensures the Town of Monument Water System is fully compliant with the State Drinking Water regulations.
  • Investigate and analyze system operations to provide feedback to management for improvements.

Abilities:

  • Ability to learn the theory, principles, practices and methods of water system operation and maintenance.
  • Ability to learn principles of the Manual for Uniform Traffic Control Devices.
  • Ability to interpret Material Safety Data Sheets for hazardous materials used in Water Department maintenance.
  • Ability to learn material classification and operate equipment used in the Water Department maintenance such as loaders, backhoes, Vac-truck, pumps, snowplows, grinders, welders, drills, demo saw and miscellaneous hand tools.
  • Ability to learn operations of electrical testing equipment such as an amp probe and voltmeter.
  • Ability to learn and operate air monitoring devices and ability to enter confined spaces using the Town's safety hoist retrieval harness system.
  • Ability to be fit tested to don an SCBA to enter an oxygen deficient area as necessary.
  • Ability to diagnose and troubleshoot water treatment and distribution problems and they arise.
  • Ability to maintain complete and accurate lab records for all required testing.
  • Monitor data results to determine process changes required to maintain the highest water quality.
  • Establish and maintain effective communication and working relationships with other public work team members, vendors, inspectors, and the public.
  • Ability to be available for on-call duties, as well as the possibility of irregular hours, including nights and weekends.



Education/Experience Required:

  • High School diploma or G.E.D.
  • Four (4) years' experience in water treatment and distribution.
  • Experience in operating heavy equipment, basic piping repairs, underground utility repairs.
  • Possession of a Colorado Department of Public Health and Environment Water Treatment Operator Class 'B' license and Distribution Class '3' license.
  • This position requires a valid drivers license to be current at all times.
  • CDL Class 'B', or the ability to obtain within 1 year.
    • (Provisions could be made for a water relevant certification such as a Backflow Tester Certification if the CDL is not attainable due to medical reasons).
  • Successful passing of a background check and drug screening.




Physical Demands:

  • Sitting, talking, hearing, seeing, reaching, walking, bending, lifting, climbing, and stooping.
  • Must be able to lift up to 75 pounds.
  • May be exposed to chemicals and other hazardous materials. The incumbent's work may expose him / her to high places, dangerous machinery and its moving parts, sharp tools, fumes, chemicals and / or toxic substances.
  • The position will require travel to various work sites and mobility in extreme weather conditions.
  • Able to drive a 4-wheel drive truck.
  • Ability to perform on a rotational on-call basis.



Work Environment:

The work environment characteristics described above are representative of those an employee would encounter while performing the essential functions of this job. This position requires both inside and outside work in all weather conditions year-round. This position requires detailed work under changing, intensive deadlines on multiple concurrent tasks, constant interruptions and interaction with government officials and the general public.
