Job Description

JOB PURPOSE AND SUMMARY

This position will lead and oversee the routine, day to day Human Resource functions within INA including recruiting staff for company vacancies and administering pay, benefits, and leave, as well as company policies and procedures. The position will interact directly with INA employees on a regular basis and serve as a partner to leaders at all levels within the company.


This position has been identified as essential to continuation of INA's key operations and services.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Human Resource Administration/Communication

  • Maintain up to date knowledge of employment laws/legal requirements to reduce legal risk and ensure company compliance on a federal, state, and local level; consult advice of outside legal counsel as needed.
  • Provide guidance and to company leaders regarding personnel matters to ensure consistent application of company policy.
  • Manage and resolve employee relations issues through effective, thorough, and objective investigation.
  • Communicate company policy and procedure changes to ensure compliance.
  • Recruit, interview, and facilitate hiring of qualified candidates for open positions; collaborate with unit leaders to understand skills and competencies required for vacancies. Process will include background check, new hire orientation, and onboarding.

Project Management/Policy Development

  • Create, manage the development of, and implement company policy, standards, guidelines, and procedures; annually review and provide recommendations to Executive Management for improvement.
  • Support company leaders with succession planning, ensuring key positions have an identified successor.
  • Under guidance and direction from Executive Management, maintain budget for the Human Resources unit.
  • Oversee administration and safety guidelines regarding COVID-19 cases, prevention, and mitigation.

Administrative

  • Prepare weekly and monthly reports for Executive Management regarding Human Resources unit.
  • Develop and submit compliance reports to the applicable agencies.
  • Oversee Human Resource records retention ensuring compliance with federal, state, and local laws.
  • Oversee the preparation and/or submission of the following:
    • Payroll
    • HRIS
  • Actively participate in INA staff meetings and other meetings as needed.

Staff Management

  • Ensure the continued professional development of staff within the unit.
  • Supervise staff whose skill ranges from entry level to experienced including assigning work, evaluating performance, resolving complaints, and ensuring staff development.
  • Provide on-going guidance, mentoring, feedback, and motivation to staff to ensure competent performance while adhering to INA policies and procedures.
  • Interview and recommend prospective candidates for open positions within the unit.
  • Make decisions in personnel matters (accountable for managing performance, performance reviews/feedback/coaching, disciplinary actions, and terminations) including monitoring attendance, leave requests, ensuring accuracy of hours worked, and adherence to INA policies and procedures.
  • Develop and demonstrate a collaborative work environment.

NONESSENTIAL DUTIES AND RESPONSIBILITIES

  • Participate on committees and special projects as needed.
  • Perform other duties and responsibilities as assigned.

QUALIFICATIONS

EDUCATION AND EXPERIENCE: Bachelor's degree in Human Resources, Business Administration/Management, Communication Studies, or a related field; or three to five years professional experience; or any combination of skills, knowledge and experience.


Preferred Education and Experience: SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP), Professional in Human Resources certification (PHR) or Senior Professional in Human Resources certification (SPHR) or the ability to obtain certification(s) within one year of employment.


  • Advanced knowledge of multiple Human Resource disciplines, including, but not limited to employee and labor relations, federal and state employment laws, compensation, benefits, and/or organization design.
  • Demonstrated ability to lead and influence and obtain results through others.
  • Demonstrated ability to plan long and short term projects from inception through execution.
  • Demonstrated ability to organize and manage multiple priorities.
  • Demonstrated problem analysis and resolution skills.
  • Proven customer service/customer liaison experience.
  • Advanced interpersonal and communication skills, both oral and written.
  • Ability to be a strong team player and part of a high performance team.
  • Dedicated commitment to company mission and values.
  • Demonstrated computer proficiency.
  • Must maintain strict confidentiality of company and client information.
  • Must qualify for and maintain a Pennsylvania Private Investigator's License.
  • Ability to pass a comprehensive background check.
  • Possess a valid driver's license from the state of residence as well as valid vehicle registration and insurance; possession of, or access to, a reliable vehicle.
  • Possess and maintain a valid Passport.
  • Maintain residency within 50 miles of INA main office.
  • Position may require work outside of core business hours, including but not limited to before shift, after shift, nights and/or weekend hours.



PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT

  • Performs work required for this position in an office building, office environment and/or job site utilizing contemporary office equipment for extended periods of time.
  • See, hear, speak (expressing or exchanging ideas by means of the spoken word; must convey detailed or important spoken instructions to others accurately, loudly or quickly) and write clearly.
  • Occasionally climb, balance, stoop, kneel and crouch.
  • Reaching - extending hand(s) and arm(s) in any direction.
  • Frequent sitting, standing and walking, which may be required for long periods of time, and may involve climbing stairs and walking up inclines and on uneven terrain.
  • Additional physical requirements may include frequent lifting, and/or moving up to 10 pounds and occasionally lifting and/or moving up to 25 pounds or more.

MENTAL REQUIREMENTS

  • Ability to maintain strict confidentiality of company and client information.
  • Ability to be proactive in identifying and planning for problems and/or issues.
  • Ability to organize and manage multiple priorities in a dynamic and ever changing environment.
  • Ability to analyze and resolve problems at a functional and strategic level.
