Summary:

To manage the daily operational responsibilities of each property, including marketing and leasing, customer service, regulatory compliance as well as financial and staff management responsibilities. To plan, develop and implement budget to include analysis of performance of each property. To oversee maintenance staff and vendor relations, supervise site inspections and promote resident relations.

Essential Functions:

Ensures compliance with all applicable HUD, Tax Credit or other applicable regulatory agreements, Federal, state and local laws.
Maintains acceptable occupancy level and develops a supportive environment for all residents.
Interacts with and oversees vendors.
Oversees the collection of rents and other monies and completes deposits of all monies collected.
Conducts interviews, hires, training, evaluations, development, and discipline of all on-site staff.
Markets vacant units in accordance with approved marketing plan.
Responsible for program compliance such as HUD, Home Program, Public Housing, etc.
Meets with and responds to resident concerns and grievance requests. Adheres to Fair Housing, Equal Employment and Equal Housing Opportunity requirements.
Supervises staff Supervises and ensures completion of scheduled routine/preventive maintenance, work order requests, and vacant unit turnover with administrative, maintenance and janitorial staff.
Reviews the property's monthly income and expense statement and rent roll. Provides initial draft of annual site budget and prepares list of capital replacement recommendations.
Bids out, negotiates and selects contract services.
Other duties as deemed pertinent by IADC's President and/or delegates.

Authority:

This position exercises considerable initiative and independence in setting goals, accomplishing activities and completing consumer outcomes. Under the general supervision of the Program Coordinator, the Day Hab Specialist DSP will maintain a professional and responsible work environment for the program.

Position Qualifications:

Associate's Degree from an accredited college or equivalent Real Estate education,
Five (5) years for Conventional/Multi-Site Management and affordable site management
Must be a Certified Occupancy Specialist (COS).
Must have C3P (Certified Credit Compliance Professional) Tax Credit and LIHTC certification,
Knowledge of financial operations and budgeting,
Excellent interpersonal, organizational, time management, conflict resolution and verbal and written communication skills.
Proficient in Microsoft Office and ability to efficiently navigate the Internet.
Be able to manage a flexible schedule and be available for property emergencies,
Valid driver's license and New York State motor vehicle insurance.
Able to travel between local residential sites. Out of area travel as necessary.
Property Management software experience.
Applicable knowledge of Tax Credit, Section 8, and Local Housing Authority regulations, policy and procedures.
Appropriate combination of education and experience would be considered

Skills and Abilities:

Willingness to be flexible with work schedule. Some Saturdays and evenings required.
Implement effective cost control and revenue improvement programs to attain the highest possible net operating income.
Manage the properties in the most competent and cost-effective manner possible in accordance with the goals of the company.
Develop annually, in a timely manner, the operating budgets advertising plans.
Prepare and communicate all pertinent data.
Develop, in conjunction with management, the properties' and financial goals and objectives.
Maximize rental income through effective preparation and control.
Monitor all income and delinquencies.
Ensure compliance with all federal, state, and local government regulations, codes, laws, and those of HUD, DHCR, HFA or other governing agencies; have knowledge of and cooperate with area or municipal associations regarding ordinances and restrictions.
Prepare any and all rent increase documentation for submission to regulatory agencies. (Affordable Housing)
Maintain full compliance of all files and ensure maintenance according to regulations.
Meet with REAC, DHCR, HUD, Investors and Auditors to conduct tours and property audits.
Physical Demands:

The position does require occasional standing, squatting, lifting of up to approximately 40 lbs.
