Job Description
Salary: $50,000 -$55,000

Under the general supervision of the President /CEO, the Director of Human Resources is responsible for leading and overseeing the human resource functions and human capital of the organization. The Director of Human Resources works collaboratively with the Executive Leadership Team to develop and effectively implement the strategic goals of the organization and while ensuring legal compliance. The Director of Human Resources complies with all departmental and organizational policies and procedures and actively supports Children’s Aid Society’s vision and mission. 


The Director of Human Resources works collaboratively with the President/CEO or Designee, who provides support and vision for the human resource needs of the organization. Work is delegated in terms of strategic organizational objectives. The President/CEO or Designee will provide guidance in unusual situations which do not have clear precedents and on an as-needed basis. The employee works independently, resolves problems on the basis of past precedent; exercises judgment in the interpreting guidelines and applicability; and ensures deadlines are met. The employee plans and carries out various stages of a project by selecting and pursuing approved methods and techniques as appropriate. Assignments are reviewed for quality and compliance with established policies and procedures and all applicable local, state and federal laws. 


Essential Functions

1. Plans, leads, develops, coordinates, and implements effective policies, processes, training, initiatives

and employee surveys to support the organization’s human resource compliance and strategic needs.

2. Administers the human resources department including, but not limited to: compensation, benefits and

leave, disciplinary matters, disputes and investigations, performance and talent management,

productivity, recognition and morale, occupational health and safety, training and development.

3. Collaborates with executive leadership to understand the organization’s goals and strategy related to

staffing, recruiting and retention. Identifies staffing and recruiting needs; develops and executes best

practices for hiring and talent management. Coordinates professional development, training, and

certification activities for employees in coordination with team leaders.

4. Conducts research and analysis of organizational trends including review of reports, metrics and

performance reviews from the organization’s human resource information system (HRIS) and talent

management system.

5. In coordination with the Director of Finance, monitors and ensures the organization’s compliance with

federal, state, and local employment laws and regulations, and recommended best practices; reviews

and modifies policies and practices to maintain compliance.

6. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human

resources, talent management, and employment law; applies this knowledge to communicate changes

in policy, practice, and resources to executive leadership.

7. Supports the leadership team in ensuring equitable experiences, strengthening inclusion acumen, and

promoting a culture of inclusivity and belonging that embraces the contributions of all team members.

8. Reports all cases of suspected abuse or neglect to Childline and County Children and Youth Services

as a Mandated Report for the agency.

Required Education and Experience

1. Bachelor’s degree in human resource management or similar field

2. Minimum of three (3) years’ experience working in human resources administration

3. Minimum of five (5) years in organizational leadership, leadership development, executive coaching,

or similar experience

4. Strong analytical and problem-solving skills

5. Ability to perform each position responsibility satisfactorily with or without reasonable accommodation.

Preferred Education and Experience

1. SHRM-CP/SHRM-SCP certified or HRCI-PHR/HRCI-SPHR certified.

2. Five or more years’ leading and managing a human resource department

3. Excellent interpersonal verbal, written and listening skills are required to communicate effectively with

employees, leadership team members, candidates, and Board of Directors.


Supervisory Responsibility

This position is responsible for recruiting, interviewing, and hiring of new employees collaboratively with the President / CEO and/or designated members of the Leadership team. This position handles discipline and termination of employees in accordance with organizational policy and must provide objective and constructive evaluation of each team member’s performance, as needed.

 

Work Environment

This job operates in a hybrid combination of remote work and in a professional office environment. While performing the duties of this position, the employee may be exposed to weather conditions prevalent at the time. The employee may experience exposure to dust, pollens, pollutants, fumes, and communicable diseases as related to the healthcare environment. The noise level is moderate when being exposed to young children. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

 

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands and fingers to handle or feel; and bend/reach with hands and arms. This position requires the ability to occasionally lift office products and supplies, up to 20 pounds.

 

Position Type/Expected Hours of Work

 

This is a exempt, full-time position, and typical hours of workdays are Monday through Friday, 9:00 a.m. to 5:00 p.m. Occasional evenings and weekends may be required to meet departmental or organizational needs.

 

Travel

Occasional travel is expected for this position. 

 

Work Authorization/Security Clearance

Child Abuse History Clearance, PA State background check, FBI criminal background check and National Sex Offender Registry certificate. Valid driver’s license required.
