Job Description

Metro Regional Transit Authority is seeking qualified applicants for a Human Resources Generalist.

Position Summary:

This position is a generalist position with responsibilities focusing on the employment cycle from recruitment, pre-employment processes, onboarding, wage increases, payroll deductions, attendance, promotions, and transfers, to final exit. Additional duties include supporting D&A program, Grievance process and union dues support, clerical, and administrative tasks such as filing and incoming/outgoing mail. The position involves special projects as assigned in addition to regular functions and responsibilities.

Job Responsibilities:

  • Maintain all METRO RTA job openings by marketing, posting, and creating necessary documents for new postings
  • Manage recruitment process for new hires, including advertising/recruitment, applications, interviews, education, previous employment/reference checks, employment offer packages, criminal background and license checks, pre-employment physicals and drug testing
  • Process and onboard all new METRO RTA employees, including identification, parking information, and benefits information
  • Manage pay increases and any bonuses, transfers, promotions, and terminations; produce employee action forms, complete requisitions and enter wage change data into HRIS system, and coordinate exit interviews
  • Track attendance of administrative staff and maintain all employee data
  • Manage and coordinate department projects such as audits, updating or creating job descriptions, and support of performance reviews
  • Assist with gathering of employment data and reporting of statistics
  • Process bi-weekly vouchers for employee deductions including garnishments
  • Organize and maintain all employee DOT and Driver’s License records, enter expiration dates into the HRIS system and produce monthly reports for dispatch and operators
  • Support the FTA/DOT Drug and Alcohol program
  • Possess a strong working knowledge of METRO policies and collective bargaining agreements
  • Provide support to all METRO RTA employees with their employment related inquiries
  • Assist with unemployment, Workers’ Compensation claims, and records requests
  • Respond to employment verifications
  • Update and maintain department SOP’s
  • Assist with benefits administration, leave management, and employee events
  • Manage annual company wellness program

    Physical Requirements & Working Conditions:

    Job requires incumbent to sit, talk/listen and use hands to obtain data for planning department matters. Must be able to stand, walk, reach with hands and arms, and lift up to 10 pounds. Work is typically performed indoors but incumbent is occasionally exposed to dust, fumes/odors, working around moving objects. Stress from contacts with the general public, individual citizen contact and deadlines under pressure is common.

    • Ability to interpret a variety of instructions in written, oral, diagram or schedule form
    • Ability to use spreadsheet, database, word processing, and selected job-specific software
    • Ability to use a computer terminal to accurately and rapidly enter and retrieve data and information
    • Ability to prepare clear and concise reports, correspondence and other written materials
    • Ability to communicate clearly and effectively, both orally and in writing

    • Knowledge of modern office methods, procedures, equipment, and standard clerical techniques

    • Knowledge of recordkeeping, report preparation, filing methods, and records management techniques
    • Ability to define problems, collect data, establish facts, and draw valid conclusions in order to resolve problems
    • Ability to demonstrate initiative and independent judgment

    • Ability to maintain confidentiality

    Cognitive Skills

    • Ability to perform basics arithmetic, including addition, subtraction, multiplication and division
    • Ability to read, analyze and interpret professional periodicals and journals, technical procedures, and government regulations
    • Ability to apply logical thinking to solve practical problems
    • Knowledge of proper English usage, including spelling, grammar, punctuation and vocabulary

        Experience and/or Educational Requirements:

        Associate Degree in a related field and/or three to five years of relevant experience in a human resource department; or any combination of education, training, and work experience which provides the required skill sets to be able to perform the essential functions of the job.
