SUMMARY: The Assistant Controller is responsible for managing the financial close and ensuring the integrity of the company’s financial position including monitoring revenues, medical and health service costs, and administrative costs. Develop, implement and upgrade financial systems and controls to ensure compliance with CMS, NAIC, and other state and federal regulatory agencies and guidelines. Also responsible for managing the continuity of accounting records for accurate state and federal reporting. Responsible for management and oversight of the timely and accurate monthly consolidation of Health New England, Inc. & Subsidiaries’ financial position to both the company and parent company. Oversee successful Administrative Services Only administration while maintaining superior customer service relationships and participating as an essential part of the ASO Workgroup.

ESSENTIAL FUNCTIONS:

Financial Close - 50%

  • Maintains an in-depth understanding of GAAP principles, FASB / IFRS pronouncements and IRS guidelines.
  • Reviews department schedules for the accounting staff to ensure coordination with other departments and the accurate and timely monthly financial close process and ensure that policy and procedure manuals exist for all key financial issues.
  • Manages the review and approval of various financial transactions in Sage100 to ensure that financial information is accurately recorded for Health New England as well as for each of the subsidiary companies.
  • Collaborates with key stakeholders/departments to develop procedures, systems, and schedules to accurately reflect financials for Commercial, Medicare & Medicaid lines of business and creating efficiencies to progress towards shorter close periods.
  • Ensures that accounting records are prepared and maintained in accordance with the company’s accounting policies, chart of accounts, and related accounting principles and practices.
  • Responsible for the review and consolidation of Health New England, Inc. and Subsidiaries financial statements as well as administrative expense reports for budget managers and senior leaders.
  • Partners with Provider Contracting and Financial Services to ensure provider risk contracts, including surplus/deficit corridors and withhold agreements, for Commercial, Medicare, and Medicaid lines of business are accurately recorded.

Administrative Services Only - 30%

  • Maintains an expert knowledge of overall Self Insured industry and competitive landscape and Stop Loss products, services and processes.
  • Oversees billing, funding,reconciliations, reinsurance and/or reporting for Administrative Operations Only Groups.
  • Ensures processes and reporting are aligned with new business proposals and employer group and reinsurance contract renewals.
  • Provides resolution of issues through research and recommendations and lead ASO administration process and solution improvements.

Management of Staff and Workflow Responsibilities - 10%

  • Coordinates the development and implementation of new systems and / or procedures to provide staff the tools they need to be successful as well as improve overall department efficiency.
  • Responsible for the continued development and implementation of the high performance culture.
  • Provides leadership and direction for accounting staff, establishes and monitors performance, and provides quality feedback to support the accounting staff’s career growth.

Other Departmental Duties and Projects -10%

  • Provides peak activity assistance during GAAP and STAT year end and interim audits as well as Compliance Monitoring routines
  • Performs other responsibilities assigned by the Director of Accounting as needed which may include preparing documentation of standard operating procedures, training team members on new responsibilities, resolving accounting/financial reporting issues and supporting system and process improvements.

MINIMUM REQUIREMENTS:

Bachelor's degree in Accounting, Finance or a related field (MBA a plus) with 5 or more years of related financial experience preferably in an HMO with ASO business, insurance, or healthcare environment, or an equivalent combination of education and experience.

  • CPA Preferred
  • Demonstrated leadership experience
  • Prior experience with process re-engineering and organizational and/or process development required
  • Experience with MS Office products
  • Strong knowledge of GAAP accounting conventions
  • Excellent Excel skills
  • Access or related database skills preferred
  • Comfortable working with senior leadership teams, internal and external stakeholders

  • Ability to work independently as well as part of a team; departmental and cross functional
