Description:

Cogent People Inc is looking for a full-time Business Development Executive to lead its business development (BD) efforts and develop the company’s BD strategy and be a part of its growth journey. This is a strategic role with significant potential for career advancement.


Location: Hybrid role, person must be local to the DMV area and available to travel throughout the region


Specific Residency Requirement: Must be legally authorized to work for any employer in the US (Citizen, Permanent Resident).


Responsibilities:

  • Develop and grow the Centers for Medicare and Medicaid Services (CMS) portfolio, and establish portfolios in other related federal agencies such as Department of Health and Human Services (HHS), Centers for Disease Control (CDC), Federal Drug Administration (FDA), etc.
  • Provide sales and marketing leadership to achieve annual revenue and growth targets.
  • Maintain a qualified pipeline that consistently generates new revenue.
  • Establish and practice formal BDLC processes that include maintaining the pipeline in a CRM system, driving opportunity capture, conducting formal and objective gate reviews, developing the teaming strategy, and negotiating workshare.
  • Participate in creating a winning capture strategy for each opportunity including informing price-to-win strategies, researching the competition, selecting teaming partners and subcontractors, identifying, and proposing key personnel, developing a staffing model, etc.
  • Manage and execute capture activities, along with the technical solution and proposal content development.
  • Ensure all key performance metrics, including qualified opportunities, submission rate, win rate, revenue generated, and customer satisfaction are monitored and maintained regularly.
  • Drive unsolicited sales opportunities through specific solution presentations and building relationships with government stakeholders.
  • Monitor contract vehicles and procurement sites to identify and create a robust pipeline of existing and future contracting opportunities.
  • Participate in industry days, conferences, and other trade shows to cultivate contacts and strategic partner relationships.
  • Contribute to the development and continuous improvement or business development and proposal management processes, tools, templates, and library.
  • Enhance corporate brand through marketing to position the organization favorably with prospective staff, partners, and customers.
  • Establish strategic relationships with key industry partners and client decision-makers.

Requirements:

  • Bachelor’s degree
  • The ideal candidate will have a minimum of 5 years of business development experience in an executive role (Director, VP)
  • Proven track record of success in winning contracts with the federal government in IT or Healthcare IT (preferably with the CMS)
  • Excellent writing skills and proven ability to understand and communicate technical concepts in a compelling, persuasive manner to evaluators.
  • Tech-savvy - experience communicating, writing and presenting to all levels of stakeholders, both technical and non-technical.
  • Familiarity with major federal government acquisition strategies, contract vehicles, and government proposal processes.
