The Role

We have an exciting career opportunity for a Contract and Proposal Specialist to join our growing DSI Tech team! As the Contract and Proposal Specialist you will be a member of the Contract & Proposal team with potential to advance into a company managerial role.

This role will be responsible for a variety of tasks related to managing and development of compliant proposals including the RFP/RFI submission process, timeline, managing client/vendor contracts. This position will be based in Ashburn, VA with a hybrid work schedule which is 3 days in the office and 2 days remote.

Your Responsibilities

  • Be the single point of contact for owning the entire RFP/RFI proposal development cycle
  • Prepare and manage proposals from initial request to final proposal response
  • Development of compliant proposal response template using existing templates or creation of a new template based on RFP requirements.
  • Populate template with mix of existing boiler plate, program management and engineering provided content.
  • Works with Managers/Directors to ensure effective integration of win strategies, themes, and discriminators into proposal response
  • Responsible for the overall contract execution and compliance of assigned tasks in accordance with contract requirements, federal/agency regulations, company policy and procedures, and applicable laws
  • Proactively identifies/manages contractual risks and issues
  • Leads recoveries and engages in resolving escalations/issues during proposal development and/or contract execution.
  • Engage in mentorship of team members as well as formal and informal knowledge sharing and training sessions to educate the team regarding contracts and obligation management
  • Manage resources, coordinate/dictate action items from internal reviews, and interact with teammates to complete tasks
  • Review proposal drafts and final versions to ensure thoroughness, accuracy, quality, and effective design and layout
  • Monitor and measure proposal progress and completion status, coordinate and participate in final proposal production activities and maintain a proposal database

What You Need for this Role

  • 4-6 years of Federal and/or SLED contracts and proposals writing and management experience
  • 3+ years experience managing a team of Proposal Specialists, Managers, Coordinators
  • Bachelor’s degree in Business Management, Administration, or related fields
  • Successful track record of managing and winning Federal and/or SLED contracts
  • Experience as a Lead Proposal Writer, or Technical / Management Lead
  • Excellent time management, organization skills and attention to detail
  • Excellent written and verbal communication skills
  • Proficiency in MS Office, Adobe Acrobat - document formatting
  • Knowledge of FARS and DFARS requirements
  • Strong decision-making, problem resolution and creative thinking skills
  • Results driven and detail-oriented
  • Demonstrate a high level of confidentiality in all aspects of conducting business
  • Demonstrated credibility in customer and team interactions
