NW REGIONAL ESD'S MISSION STATEMENT
In partnership with the communities we serve, Northwest Regional ESD improves student learning by providing equitable access to high quality services and support.

GENERAL DESCRIPTION:

Under general direction, exercises the full range of financial and accounting responsibilities to
include planning, developing, implementing, administering, organizing and directing the activities and
operations of the Fiscal Services Department; provides highly responsible and complex professional
and administrative support to the Chief Financial Officer; supports the development of the annual
budget; manages the annual audit process; manages all debt compliance activities; prepares
financial and accounting reports, and performs other related duties as assigned.
The Assistant Finance Director is responsible for effectively managing the day-to-day operations
related to various financial and accounting functional areas and support services, including but not
limited to financial reporting and accounting, budgeting, governmental reporting, auditing, accounts
receivable, accounts payable, financial administration, grants management, cash management and
investment. Acts on behalf of the Chief Financial Officer in their absence and as assigned;
Supervises and coordinates the activities of the Fiscal department staff; prepares and monitors
budgets; and performs complex analysis. Supports component school districts and provides
services to those districts including mentoring and training of district Business Managers, and
completion of financial accounting and budgeting activities for districts.
Strong grasp of governmental accounting and the ability to share and apply that knowledge both
within the ESD and with component school districts. Understanding of recent and upcoming GASB
pronouncements and ability to implement that guidance. Responsible for the production of the
Annual Comprehensive Financial Report and Annual Budget for the ESD and contracted component
districts.


QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. 1. Bachelor's degree in Accounting required or equivalent accounting coursework.
2. Ten years or more of related experience required. School district or ESD experience preferred.
3. Certified Public Accountant (CPA) or Certified Administrator of School Finance &Operations (SFO) preferred.
4. Excellent management and supervisory skills.
5. Excellent written and verbal communication skills.
6. Excellent organizational and time management skills.
7. Proficient in Enterprise Resource Planning software (Financial systems); InfiniteVisions experience preferred.
8. Proficient in Microsoft office suite and Google suite.

ESSENTIAL FUNCTIONS: Include the following. Performs some or all of the following tasks. Other Duties may be assigned. The duties listed below are not inclusive, but characteristic of the type and level of work assigned for this position.
A. Responsible for accounting and financial management for the ESD and component school districts contracting with the ESD for fiscal services.
B. Responsible for grant management, including accounting, compliance, budgeting and financial reporting (including SEFA).
C. Manages Fiscal staff, including accounts payable, accounts receivable, accountants, analysts, and Business Managers.
D. Oversees Fiscal training programs, identifies training needs, and develops/presents Fiscal training.
E. Maintains a documented system of accounting and grant policies and procedures; implements a system of controls over accounting transactions to minimize risk.
F. Oversees the production of periodic financial reports; ensures that the reported results comply with generally accepted accounting principles and generally accepted government accounting standards.
G. Researches and implements new accounting guidance and required grant compliance. Ensures compliance with ODE PBAM, and manages charts of accounts for ESD and contracting districts.
H. Produces the annual budget and forecasts; identifies and researches any significant budget differences and reports to CFO
I. Provides financial analysis and advises department managers on Fiscal issues.
J. Works with external auditors and coordinates the annual audit including single audit for federal grant programs.
K. Responsible for cash and investment management and compliance activities for the ESD and contracted districts.
L. Files required reports with the Oregon Department of Education, Federal granting agencies and other government agencies as defined in grants, contracts or budget narratives.
M. Ensures compliance with local, state, and federal government requirements.
N. Performs other related duties as necessary or assigned.

On August19, 2021 Governor Brown ordered all public and private school teachers, educators, support staff, substitutes and volunteers to be vaccinated by October 18, 2021 or six weeks after FDA approval, whichever is later. Since the governor's announcement, a COVID-19 vaccine (Pfizer-BioNTech) has received regular Food and Drug Administration (FDA) approval meaning October 18, 2021 is confirmed as the mandatory deadline for vaccination. "Fully vaccinated" is defined as 14 days after receiving all required doses of an approved COVID-19 vaccine (currently two shots of Pfizer or Moderna vaccine, or one shot of Johnson & Johnson vaccine).

Starting October 18, 2021, testing will no longer be an option as the alternative to vaccination. All Northwest Regional ESD staff, substitutes, contractors, interns and volunteers will be required to be fully vaccinated against COVID-19 per the August19, 2021 order from Gov. Kate Brown.
