Description

This position will lead all IT application solution efforts and will collaborate with city departments and vendors to apply innovative solutions to the city's critical needs. This position serves as the supervisor of the software solutions team of 5 and provides significant direction to other members of the department in the performance of their duties. Leads system design and application architecture efforts. Acts as a project manager for enterprise applications, system integration projects, and other projects as assigned by the director.

This position will act as the Director of IT in their absence.
Examples Of Duties

Has overall responsibility for planning, directing, and coordinating activities pertaining to the City's software projects or systems on an enterprise level. Ensures that project goals are accomplished and in line with business objectives.

Is responsible for managing the software team that develops and carries out projects or enhancements to major systems including enterprise solutions, city websites and citizen portals, GIS system, in-house applications, and system integrations.

Performs as project manager and systems architect working with business divisions, IT staff, and vendors to implement, enhance and maintain software solutions.

Leads and actively participates in planning and carrying out ERP migration, data conversion and change management.

Oversees the planning, management, and support of the City's mission-critical systems including the tax and cashiering system, permitting system, financial and HR system, and citizen public portals.

Collaborates with senior leadership in all departments to initiate innovative software solutions for business needs. Works closely with all city departments and business units in determining how technology might assist in addressing their needs and translates these needs into system requirements and design specifications.

Assists IT Director in strategic planning, industry best practices, budgeting, and daily operation management.

Recruits, trains, and evaluates IT staff members.

Builds and manages relationships with vendors. Evaluates and selects 3rd party solutions and services.

Other duties as assigned within the job scope.

Qualifications

Bachelor's degree in information technology, information systems, computer science or related field (graduate degree a plus).

Minimum eight years of experience working in IT field with at least 5 years in software development.

Minimum three years' experience managing IT teams and large-scale projects.

Necessary Knowledge, Skills, and Abilities:

Can demonstrate knowledge of theories, procedures, practices, expertise, materials, methods, and technology required to accomplish the mission assigned.

Extensive knowledge and experience in IT, especially software development using tools and languages such as HTML, CSS, XML, Javascript, .NET.

Experience working with database systems, data manipulation and data transformation using SQL server, Transact SQL, SSIS.

Proven experience in implementing and managing enterprise-level system projects. Hands on experience with system migration, system interfacing and data conversion.

Sound understanding of software development life cycle, programming methodologies, database systems, and security protocols.

Excellent analytical and problem-solving skills.

Strong interpersonal, communication, and leadership skills.

Ability to manage and prioritize tasks and projects.

Solid understanding of data analysis, budgeting, and business operations.

A strategic and business mindset.

Excellent organizational and leadership skills.

Strong project management skills.

Additional Desirable Qualification:

Experience implementing one or many of the following ERP Systems: Tyler Munis ERP, Catalis/Sturgis Tax system; Accela permitting system, GIS system.

Knowledge or experience in cloud computing.

Experience working in local government preferred.

Special Certifications and Licenses:

Project management certification (PMP) preferred.
