Description
SUMMARY
The Procurement Specialist II is responsible for all phases of procurement, order distribution, and capital asset management. This position helps ensure that purchasing processes for property, materials, supplies, and equipment are efficient, cost-effective, and compliant with applicable Tribal, State, and Federal policies and regulations.
PRINCIPAL ACTIVITIES & RESPONSIBILITIES
  • Supports organizational purchasing activities by creating, processing, tracking, and reconciling purchase orders and invoices within designated procurement and accounting systems.
  • Reviews procurement transactions for accuracy, required approvals, and compliance with Tribal policies, organizational procedures, and applicable laws, including verification of approval thresholds.
  • Coordinates receiving functions by verifying deliveries, packing slips, back orders, and shipment accuracy; identifying discrepancies and initiating corrective actions as needed.
  • Maintains effective working relationships with vendors and suppliers, assisting with vendor research, pricing comparisons, service evaluations, and cost-effective purchasing solutions.
  • Assists with the development, administration, and documentation of vendor contracts, ensuring terms, conditions, and quality expectations are properly maintained.
  • Monitors purchasing activity, inventory coordination, and procurement workflows to support timely delivery, appropriate inventory levels, and efficient processing.
  • Generates, maintains, and analyzes procurement, inventory, and compliance reports, including purchasing status, trends, and system activity.
  • Maintains and updates procurement systems and records, resolving errors, incomplete documentation, and inactive transactions as needed.
  • Tracks and enters capital assets into the FAS Gov Asset System, ensuring accurate classification and posting of monthly depreciation.
  • Maintains Tribal property and asset records, coordinating biannual physical inventories, and reconciling results with asset and inventory records.
  • Coordinates with Finance, Accounts Payable, Operations, and other departments to resolve procurement, inventory, and asset-related issues.
  • Maintains accurate electronic and hard-copy procurement, inventory, and asset records in accordance with record retention requirements.
  • Provides procurement support and training to departmental users as needed.
  • Promotes teamwork through regular communication and collaboration with departments regarding purchasing, property, and service needs.
  • Participates in departmental meetings, quality management activities, and required professional development training.
  • Provides additional support to the Finance Department including assisting with deliveries and other duties as assigned.
  • Other duties as directed.

LEVEL OF AUTHORITY & RESTRICTIONS
  • This position requires working independently without overseeing others and no authority in decision making.

PHYSICAL & MENTAL DEMANDS
  • Must be able to walk, talk, hear, use hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.
  • Vision abilities required by this job include close vision and the ability to adjust focus.
  • May be required to push, pull, lift, and/or carry up to 40 pounds in order to transport, move, load, and unload boxes.
  • Must be able to sit and type for long periods of time.
  • Requires the ability to manage moderate levels of stress arising from schedules, workload, diverse or adversarial stakeholders, etc.

WORKING CONDITIONS & ENVIRONMENT
  • May require working occasional nights and/or weekends.
  • Standard office setting with moderate noise and periodic interruptions.
  • May be required to attend meetings, conferences and Tribal events.
  • Must be willing and able to travel both locally and within the CTCLUSI service delivery area.

Requirements
MINIMUM JOB REQUIREMENTS
  • Must be 25 years of age or older per our vehicle use policy.
  • Must have a valid driver's license and be able to be insured to drive Tribal Government vehicles.
  • High School diploma or equivalent.
  • Minimum of 2 years of experience in procurement, purchasing, contract administration, or a closely related field proving experience to do this role.
  • Experience and proficiency in the use of Microsoft products (Excel, Outlook, PowerPoint, Word, etc.)
  • Must be organized, self-motivated, and able to perform job functions independent of constant supervision.
  • Ability to communicate clearly and effectively in English, verbally, in writing or by other acceptable means.
  • This position is considered a non-covered role per the CTCLUSI Background Investigations Policy. A state criminal background check and fingerprint-based background check will be required as a condition of employment.
  • This position is subject to pre-employment and other authorized drug and alcohol testing in accordance with company policy.
  • Must have employment eligibility in the U.S.
  • Indian preference will be observed in the hiring process.
