Job description

Large, public sector organization seeking a Procurement Consultant to support procurement and contracting activities on an interim contract basis. This role partners with internal departments to manage the full procurement lifecycle, ensure compliance with applicable laws and policies, and drive efficient purchasing and contracting processes. This contract role will by hybrid onsite 3 days a week in the Raleigh/Durham area.


Key Responsibilities

  • Advise internal stakeholders on procurement strategies and sourcing methods, including IFB, RFP, RFQ, sole source, and direct purchase processes.
  • Manage end-to-end procurement activities, including solicitations, vendor evaluations, awards, and contract administration.
  • Draft and review bid specifications, scope documents, and procurement-related contracts.
  • Conduct market research, analyze vendor performance, and identify cost-effective sourcing solutions.
  • Review and approve purchase requisitions for accuracy, completeness, and policy compliance.
  • Coordinate contract review, negotiation, routing, and execution processes with internal stakeholders.
  • Ensure compliance with federal, state, and local procurement regulations and organizational policies.
  • Assist with supplier performance management, issue resolution, and contract compliance monitoring.
  • Develop reports, procurement metrics, and spend analysis to support strategic decision-making.
  • Support procurement training initiatives and process improvement efforts for internal users.
  • Promote supplier diversity initiatives and identify opportunities to expand vendor participation.


Qualifications

  • 5+ years experience in procurement, purchasing, sourcing, contracts administration, or supply chain management.
  • Knowledge of competitive bidding processes, contract development, and procurement best practices.
  • Familiarity with public sector procurement regulations is preferred.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication abilities.
  • Experience with ERP or procurement systems; Oracle experience preferred.
  • Ability to manage multiple priorities and build effective relationships with internal and external stakeholders.

Education & Experience

  • Associate's or Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, or a related field.
  • Combination of relevant education and procurement/contracting experience considered.
  • Public sector procurement experience preferred.
