Job description

Position Overview Advanced level in Human Resource administration under the general direction of the Training & Development Manager, assistant, or associate director requiring extensive knowledge of human resource management, labor relations (e.g., collective bargaining, civil service rules) and employee investigations (e.g., state of Ohio and federal employment laws) to partner with county leadership, departments, and SMEs to assess training needs and develop effective learning solutions aligned with adult learning and instructional design best practices. Work requires advanced knowledge of training and development practices and learning technologies, applicable labor laws, civil service rules, and county policies and procedures. Responsible for administration and optimization of the county's Learning Management System (LMS), development and oversight of instructor-led, virtual, blended, and E-learning programs, and evaluation of countywide training initiatives for Montgomery County Board of County Commissioners

Summary of Job Duties The Training and Development Business Partner designs and supports county-wide training programs and learning solutions that align with Board of County Commissioners' goals, regulatory compliance, and workforce performance needs. This role partners with leadership, stakeholders, and subject matter experts (SMEs) to assess learning needs, define learning objectives, and translate performance gaps into effective learning solutions using adult learning principles and instructional design best practices. Responsibilities include designing instructor-led, virtual, blended, and e-learning programs and developing related instructional materials such as curricula, job aids, manuals, assessments, and other instructional resources to ensure consistency, accessibility, and quality.

The role has primary responsibility for administration and optimization of the Learning Management System (LMS), including maintaining course content, supporting enrollments, assisting with reporting and compliance documentation, and collaborating with technical partners to ensure data integrity and a positive learner experience. This position manages multiple instructional design and training initiatives simultaneously, balancing scope, timelines, and priorities. The role may facilitate or co-facilitate instructor-led and virtual training sessions and coach SMEs on effective facilitation practices.

Ongoing evaluation and continuous improvement are central to the role. The Training and Development Business Partner reviews learner feedback and training outcomes, supports the analysis of participation and completion data and recommends improvements to enhance learning effectiveness. The role supports key initiatives, including compliance training, onboarding, policy updates, leadership and supervisory development, and organizational or system changes.

The Training and Development Business Partner maintains awareness of emerging trends, tools, and best practices in learning technologies and instructional design to remain effective with organizational priorities. Other related duties are assigned as appropriate. Minimum Qualifications and Requirements Bachelor's degree and at least five (5) years of experience in training, staff development, instructional design, or human resource practices in a client-facing or consulting environment; or a Master's degree in a related field with at least three (3) years of related experience.

Proven experience designing and developing e-learning, instructor-led training (ILT), blended learning solutions, job aids, and other learning assets. Strong knowledge of adult learning theory, instructional design models, and learning science. Demonstrated ability to manage multiple projects simultaneously with excellent organizational and time-management skills.

Excellent communication, facilitation, and collaboration skills. Ability to provide and receive constructive feedback while supporting quality and consistency standards. Supplemental Information Driving Requirement: Must maintain a current, valid United States driver's license with an acceptable driving record.
