Job description

Job Summary: The Director HR Total Rewards leads the strategy, design, and communication of competitive, market-based compensation, benefits, and HR information systems (HRIS) services with a strong focus on compliance, governance, service excellence, and employee experience. This role makes recommendations to senior leadership for the establishment of integrated and strategically sound programs and makes decisions on administrative and operational matters, ensuring the achievement of human resources and organizational strategy. Utilizing best practice and a fit-for-purpose approach to align total rewards strategies with organizational objectives, driving operational excellence in HR technology, and ensuring equitable and competitive total rewards practices that position the organization as an employer of choice in the communities we serve.

Essential Job Functions & Accountabilities:

  1. Directs the operations of the Total Rewards departments which include; Compensation, Benefits, Retirement, Wellness, Leave Administration and HRIS.

  2. Leads compensation strategy by recommending standardized programs, pay plans, and variable compensation designs.

  3. Collaborates and partners with HR leadership and JPS leaders to understand their issues related to compensation and benefits (Total Rewards).

  4. Advises HR consultants, leaders, and talent management on resolutions for specific problems relating to salaries, job classifications, job content and benefit program issues.

  5. Oversees final analyses of comparison of JPS pay and benefits to other employers; recommends pay adjustments and benefit changes as needed to remain competitive.

  6. Manages the design and implementation of Total Reward services and strategies; prepares recommendations, and presents proposals for new and improved programs based on needs and government regulations.

  7. Prepares department operating budgets on an annual basis and monitors areas of responsibility for compliance within current budget; develops cost estimates, forecasts and expenditures to optimize rewards mix and ensures good governance and compliance processes.

  8. Accomplishes results through communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.

  9. Coordinates the development and implementations of programs, special projects, research studies and other divisional initiatives to identify best practices and process improvements in order to promote functional efficiency and productivity.

  10. Oversees the development and implementation of organizational policies and procedures, explaining and marketing Total Rewards offered to employees and their dependents.

  11. Supports the development and execution of the HR technology strategy aligned with the broader HR and business roadmap.

  12. Oversees the HR technology strategic and functional activities including the development of project initiative proposals, organizing project teams, developing budgets, and reviewing team performance to achieve project deliverables and milestones.

  13. Provides leadership support for HRIS configuration, upgrades, patches, testing and other technical projects.

  14. Develops, reviews, negotiates, and manages contractual agreements between JPS HR technology vendors in partnership with the JPS Information Technology department.

  15. Establishes departmental productivity and quality standards and measures performance against industry best practice benchmarks.
