Overview
LMI is seeking a highly experienced Technical Lead to support the General Services Administration (GSA) in delivering a unified, web-based acquisitions system. This initiative modernizes Governmentwide Indefinite Delivery Vehicle (IDV) contracting by enabling efficient collaboration between the client acquisition's team and suppliers across the full acquisition lifecycle.
The Technical Lead will serve as the senior technical authority responsible for ensuring LMI's development team adheres to the client's technical approach, leading the solution development under the Program Manager. This individual must possess a comprehensive, in-depth understanding of the system architecture, development methodology, security posture, and cloud deployment model supporting the client.
The ideal candidate combines hands-on technical expertise with strong leadership capabilities, ensuring secure, scalable, and compliant enterprise solutions are successfully delivered into production environments.
This position is anticipated to be majority remote, but with the ability to travel and visit the client's offices in Washington, D.C. as frequently as needed.

Responsibilities
Technical Leadership & Oversight
  • Serve as the primary technical authority for the program
  • Provide subject matter expertise across cross-functional teams comprised of government stakeholders and various internal and external contracted support personnel
  • Maintain a comprehensive understanding of the approved technical approach and ensure development teams consistently follow that approach
  • Lead system architecture and design of modular services that can be independently deployed and integrated through APIs
  • Promote reusable services, shared components, and interoperability with existing GSA platforms to support enterprise-wide adoption and reduce duplication.
  • Provide hands-on technical direction across engineering, DevSecOps, and cloud teams

Agile Delivery & DevSecOps Implementation
  • Lead technical teams in an Agile environment, promoting iterative delivery and continuous improvement
  • Implement and mature DevSecOps practices, integrating security throughout the software development lifecycle
  • Ensure automated testing, code quality controls, and secure coding standards are embedded in delivery processes
  • Partner with the Program Manager to align technical execution with cost, schedule, and performance objectives

Cloud Architecture & CI/CD Management
  • Architect and oversee Continuous Integration / Continuous Delivery (CI/CD) pipelines supporting automated build, test, and deployment
  • Lead deployment and management of mission-critical applications within AWS and other cloud environments
  • Ensure infrastructure-as-code, configuration management, and release management processes are implemented effectively
  • Monitor and optimize performance, reliability, and scalability of cloud-hosted services

Applied Technical Delivery
  • Lead the design and successful production deployment of complex, enterprise-level solutions
  • Oversee systems integration across acquisition lifecycle modules to eliminate redundant processes and enable automation
  • Identify, manage, and mitigate technical risks and dependencies
  • Support technical reviews, demonstrations, and production release activities

Compliance & Standards
  • Ensure technical documentation, code artifacts, and engineering processes adhere to federal IT standards and industry best practices
  • Align cloud security and operational practices with guidance from the National Institute of Standards and Technology (NIST)
  • Ensure solutions are deployed within FedRAMP-authorized cloud environments and aligned with federal cloud security requirements.
  • Ensure compliance with Section 508 accessibility requirements and applicable federal cloud security guidelines
  • Support secure cloud operations and required documentation for federal environments

Team & Stakeholder Collaboration
  • Mentor engineers and technical staff while fostering innovation and collaboration
  • Coordinate across engineering, product, and government stakeholders
  • Clearly communicate architectural decisions, risks, and tradeoffs to both technical and non-technical audiences

Qualifications
Required Qualifications
  • Demonstrated experience serving as a Technical Lead (or equivalent role) on large scale complex IT programs
  • Extensive experience leading Agile development teams and implementing DevSecOps practices
  • Proven expertise designing and managing CI/CD pipelines for enterprise applications
  • Demonstrated experience deploying and managing applications within AWS cloud environments
  • Proven track record of delivering complex, enterprise-level solutions into production
  • Strong understanding of federal IT security standards, including NIST guidance and Section 508 compliance
  • Experience mentoring technical teams and managing cross-functional engineering efforts
  • Excellent written and verbal communication skills

Desired Qualifications
  • Experience supporting or deep understanding of GSA or other federal acquisition modernization initiatives
  • AWS or other cloud certification
  • Security-focused certifications (e.g., CISSP, Security+)
  • Agile leadership certifications (e.g., SAFe, Scrum)

Target salary range for this position is $163,020-$280,944.
The salary range displayed represents the typical salary range for this position and is not a guarantee of compensation. Individual salaries are determined by various factors including, but not limited to location, internal equity, business considerations, client contract requirements, and candidate qualifications, such as education, experience, skills, and security clearances.
