Job description

THE POSITION

The Chief Human Resources Officer leads all human resources functions, serves as a business partner on the executive team, developing initiatives, systems and best practices to recruit, develop and train a diverse, high-performing workforce while fostering a culture that advances Pioneer’s mission and strategic team. Duties include:



  • Collaborating with executive leadership, management, and staff to develop and implement strategies that foster a positive, inclusive, team culture and work environment.

  • Drafting and implementing human resources policies, procedures, rules, and guidelines in response to legislative changes, organizational needs, best practices, and workplace trends.

  • Reviewing human resources systems, processes, and practices and identifying opportunities for improvement.

  • Developing, managing, and supporting risk management programs, such as workers’ compensation, the Illness and Injury Prevention Program, safety programs, wellness initiatives, and employee training platforms.

  • Developing and implementing targeted recruitment strategies to support a robust and diverse applicant pool for all positions.

  • Managing the hiring process to ensure consistency across departments, timely communication, and appropriate coordination among hiring managers, leadership, administrative and fiscal staff.

  • Developing, coordinating, and providing on-boarding services and agency orientation for new employees.

  • Training, coaching and supporting managers regarding employee evaluations, training, promotions, performance concerns, and other Human Resource issues.

  • Designing, implementing and maintaining performance management tools and processes that support meaningful employee feedback, evaluation, accountability, and development.

  • Managing and resolving employee relations issues, conducting effective, thorough, and objective investigations as needed and escalating issues to leadership and legal counsel when appropriate.


QUALIFICATIONS

Qualified candidates will possess knowledge of California employment laws and regulations and have an ability to analyze complex employment situations, assess benefits, and make and implement effective recommendations, conduct mediation and group problem solving, and have a proven track record for providing thoughtful, strategic, collaborative and effective executive leadership.


EDUCATION AND EXPERIENCE
Education:

Bachelor’s degree from an accredited college or university with major course work in human resources, business, psychology, or a related field.


Experience:

Five years of experience supervising professional human resources staff. Familiarity or experience working in the energy sector and/or government is desirable. Possession of SPHR or SHRM-SCP certification is highly desirable.
