About the Role

We’re looking for a Senior Program Manager to lead task order administration, oversight, and delivery for a fast-paced, mission-driven IT and data services environment. You will provide day-to-day program leadership across multiple workstreams, ensure strong fiscal and operational controls, and drive transparency through dashboards, reporting, and performance metrics.

This role also supports coordination with independent verification & validation (IV&V) activities—ensuring the right artifacts, environments, and schedules are in place and that findings are addressed in partnership with stakeholders.


Location: Remote (with occasional onsite support as required)


Key Responsibilities:

Program Leadership

  • Provide efficient, outcome-driven task order administration and oversight using multidisciplinary program management, fiscal oversight, and technical leadership.
  • Provide comprehensive program management, staffing, and coordination to support low-risk, high-quality execution aligned to contractual requirements and defined roles.
  • Establish and maintain a task order-level view of progress, risks, dependencies, and resource utilization across teams and task areas.

Governance, Service Management, and Compliance

  • Apply ITIL-based service management and industry best practices across end-to-end services, integrating Risk Management Framework (RMF) practices and other relevant federal standards throughout the service lifecycle.

Analytics, Dashboards, and Performance Insight

  • Apply advanced analytics and visualization to support better decision-making, operational insight, and program outcomes.
  • Support program management, portfolio management, operational oversight, FinOps, and performance reporting.
  • Treat analytics and visualization capabilities as “products” (not one-time reports), with ongoing iteration, usability standards, clear ownership, and lifecycle management.

IV&V Coordination and Readiness

  • Provide the IV&V provider timely access to documentation, environments (including test and pre-production), test data, repositories (where authorized), CI/CD pipelines, and relevant technical/design artifacts, as directed.
  • Integrate IV&V activities into release and deployment plans (planning, scheduling, and participation in IV&V meetings/reviews when requested).
  • Address IV&V findings by analyzing root causes, proposing remediation plans, and implementing corrective actions within agreed timeframes.
Requirements:

Required Qualifications

  • 15 years of federal IT program management experience AND 10 years of experience leading cross-functional teams.
  • Demonstrated experience leading complex programs or task orders with cross-functional delivery teams, operational governance, and stakeholder engagement.
  • Experience building/using dashboards and performance reporting to manage program health, risks, dependencies, and resourcing.
  • Working knowledge of IT service management practices and ability to operate within risk/compliance-driven environments.

Education

  • Master's degree in Business, Information Systems, IT, Program/Project Management, or related field (or equivalent relevant experience).

Certifications

  • PMP (PMI) or equivalent program/project management certification
  • PgMP (Program Management Professional)
  • Agile/Lean delivery certifications (e.g., SAFe, Scrum) are a plus, especially in multi-workstream environments.
  • ITIL Foundation (preferred due to ITIL-based service management requirements)
