Proposal Manager/Writer (0001)  

OCT Consulting is a business management and technology consulting firm that supports Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opening for a Mid-level Proposal Manager/Writer to support proposal development/submission activities in response to requests from Federal Government clients. You'll work collaboratively with business development colleagues, senior leadership, client program managers, and subject matter experts to win new business.

This position is based at our McLean, VA corporate office on a hybrid schedule. The role requires two (2) to four (4) days onsite each week, with onsite presence scaling up during peak periods or as required. Candidates must be able to reliably work onsite up to four days per week.

Key Role:
Support proposal coordination and management, development, and revision of major proposals. Apply knowledge and expertise of the proposal development process. Participate as part of a proposal team or lead proposal efforts in the cradle-to-grave development of a proposal. Apply working knowledge of teaming strategies with large and small businesses.

Description of Duties:

  • Conduct daily review of opportunities to support pipeline development using various sources such as GWACs and IDIQ's in the form of Sources Sought, Market Research, RFIs, RFQs and RFPs.
  • Perform detailed analyses of solicitation documents (e.g., RFP, RFQ, SOW), and work with the team to build the outline for the proposal response, compliance matrix, and communicate the results.
  • Ensure proposals are properly scoped, evaluate assumptions, identify risks, and ensure responses meet requirements.
  • Work collaboratively with a wide range of personnel, including technical and business subject matter experts, authors, capture managers, and client program managers, to facilitate efficient and effective proposal development.
  • Create compliant and compelling original proposal content for technical responses to highly complex, large, and/or high-profile solicitations.
  • Ability to independently write sections on Technical, Management, Staffing, and Past Performance to support the development of high-quality proposal responses.
  • Manage multiple revisions, edit and re-edit proposal sections as needed, and ensure that proposals maintain a consistent tone or voice.
  • Assist the Leadership Team in reviewing proposal artifacts for compliance and responsiveness against solicitation requirements.
  • Support professional formatting of proposals and ability to design and develop high-impact graphic representations.

Requirements

  • Bachelor's Degree and 4-6 years or more of experience developing and writing responses to Government Requests for Proposals.
  • Ability to deliver client-ready materials under strict deadlines.
  • Strong graphics creation (tables, org charts, etc.) experience and the ability to produce high quality products rapidly and accurately in support of individual requirements
  • Clearly defined experience in proposal development that supported growth within a small- or mid-sized business is highly desireable
  • Skilled at critical thinking, analysis of requirements and problem-solving.
  • Excellent interpersonal/communication (written and oral) skills and organizational skills.
  • Ability to quickly grasp concepts, execute strong writing and work in a fast paced and deadline driven environment.
  • Demonstrated experience/ability to work efficiently and effectively with multiple deadlines and changing priorities.
  • Ability to successfully execute multiple tasks simultaneously, while self-managing productivity and prioritization of effort
  • Experience with the Shipley proposal development process or other structured proposal development methodologies is preferred.
  • Excellent computer skills, including high level of proficiency with Microsoft Office, particularly Excel, Outlook, and Word, Google Docs, and Adobe Professional.
