Job description

  • Analyze RFPs, RFQs, and RFIs to identify requirements, evaluation factors, instructions, and compliance elements
  • Develop and maintain compliance matrices and annotated outlines
  • Lead or support the full proposal lifecycle, including kick-offs, strategy sessions, content planning, drafting, color team reviews, production, and submission
  • Write, edit, and refine executive summaries, technical approaches, management and quality plans, staffing and organizational plans, transition plans, past performance narratives, and resumes
  • Collaborate with operations, engineering, safety, HR, finance, capture managers, and business development leadership
  • Gather accurate inputs and shape win themes
  • Ensure compliance with solicitation requirements, formatting standards, page limits, and branding guidelines
  • Maintain and improve reusable content libraries, past performance databases, and boilerplate materials
  • Support clarifications, BAFO responses, and oral presentation preparation after submission
  • Track deadlines, manage version control, and coordinate stakeholder inputs under tight timelines
Requirements
  • 3-5+ years of professional proposal writing or technical writing experience, preferably supporting public-sector, municipal, or government contracts
  • Ability to produce clear, concise, persuasive, and compliant proposal content under deadline pressure
  • Strong understanding of RFP response processes, compliance matrices, and evaluation criteria
  • Excellent writing, editing, proofreading, and organizational skills with meticulous attention to detail
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint)
  • Proficiency with collaborative tools such as SharePoint and Adobe Acrobat
  • Ability to quickly learn technical and operational subject matter and translate it into accessible narrative
  • Bachelor's degree in English, Communications, Journalism, Business, Technical Writing, or a related field, or equivalent professional experience (preferred)
  • Familiarity with Shipley or similar proposal development methodologies (preferred)
  • Ability to remain stationary for extended periods and operate a computer and office equipment
  • Ability to communicate effectively
  • Ability to occasionally move items up to 20 pounds
  • Ability to undertake minimal overnight travel for airport meetings and conferences
  • Ability to walk airports on tours for 1-3 hours once or twice monthly
