Job Description
AECOM is seeking a Program Controls Scheduling Manager to be based in our Baltimore, MD office with a strong background in construction planning, utility coordination and force account management to support the B&P Tunnel Replacement (BPTR) Program among other project opportunities available at AECOM.
AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America's busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building. The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.
The ideal candidate will have proven experience maintaining and updating detailed project schedules, coordinating with utility providers and third-party stakeholders and ensuring timely execution of force account work in compliance with project goals and regulatory requirements. The ideal candidate also needs to have experience integrating multiple project schedules into a cohesive program framework while managing interdependencies, risks, resource alignment; partnering closely with project managers and senior leadership to guide strategic decisions; providing authoritative scheduling oversight and ensuring program objectives are met from early estimating through construction and closeout.
The responsibilities of the Scheduling Manager include the following:
  • Review contractor schedule for compliance with Contract and Scheduling Technicalities including construction activity planning
  • Support analysis of schedule, identifies and investigate project schedule variances.
  • Conduct analysis to identify and address interdependencies between projects, proactively mitigating risks and resolving conflicts to maintain program integrity.
  • Collect and update data and prepare and present regular progress reports and schedule updates to project team and stakeholders.
  • Develop, maintain, and monitor project schedules using project management software (e.g., Primavera P6).
  • Review data for schedule baseline development and maintenance.
  • Support in development of Construction Time Determination (CTD) Schedule.
  • Lead gathering and assembling data for schedule updating.
  • Analyze project progress and identify potential delays or issues, providing solutions to keep the project on track.
  • Lead schedule recovery and mitigation efforts, including corrective action recommendations.
  • Coordinate with project managers, construction managers, designer of record, 3rd party stakeholders, and contractors to confirm progress achieved, collect variance explanations, develop recovery plans, and ensure project milestones are met.
  • Identify and mitigate scheduling risks associated with utility conflicts and force account delays.
  • Identify and monitor key performance metrics to assist in assessing and reporting the health of the project.
  • Maintain a baseline schedule control system for Maintenance Production Services (MPS) Force Account work.
  • Conduct Time Impact Analyses (TIA) to evaluate schedule impacts related to changes, delays, or scope modifications.
  • Develop and maintain detailed estimates and integrated schedules, including constructability reviews and ongoing maintenance of schedule logic integrity driven by optimization studies.
  • Monitor and report procurement status, material deliveries, and impacts to Force Account schedules.
  • Coordinate scheduling and cost activities with owner and third-party contractors, including CMARs A, B, and future CMAR packages.
  • Provide negotiation support for contract modifications, change orders, and Force Account adjustments.
  • Identify, track, and analyze schedule trends; support maintenance of relevant dashboards, KPIs, and performance reporting metrics.
  • Prepare and present Force Account performance briefings to Force Account management and Executive Leadership.

Qualifications
Minimum Requirements
  • Bachelor's degree plus 8 years of related experience or demonstrated equivalency of experience and/or education.

Preferred Requirements
  • Experience on Amtrak or other public transit agency projects is preferable.
  • Experience on review/development of Time Impact Analysis.
  • Experience in reviewing Contractor's Baseline / Update / TIA schedules.
  • Experience with schedule evolution from estimating through design - construction - closeout including changes
  • Experience in Construction Schedule Planning.
