Public Partnerships LLC (PPL) helps people with disabilities, chronic illnesses, or other long-term health conditions stay at home and "self-direct" their care. Known as consumer direction in New York, this long-term care model empowers people to take control of who provides their services and where. PPL was selected to be the Statewide Fiscal Intermediary for the New York Consumer Directed Personal Assistance Program (CDPAP) starting in 2025. We, along with a diverse alliance of service partners across the state, will be supporting the delivery of culturally sensitive and disability competent care to CDPAP participants. Job Summary
The Instructional Designer is responsible for designing, developing, and maintaining engaging learning solutions that support employee and customer development initiatives. This role applies adult learning principles, instructional design methodologies such as ADDIE, and multimedia development techniques to create high-quality training programs, eLearning courses, videos, job aids, and other learning resources. The Instructional Designer partners closely with subject matter experts, operational leaders, and learning stakeholders to identify performance gaps and deliver effective, learner-centered solutions. Success in this role requires strong project management, technical writing, and collaboration skills, as well as proficiency with learning technologies including Articulate Storyline, Rise, and Camtasia. The ideal candidate is creative, detail-oriented, and committed to continuous improvement and accessibility in learning design.
Key Responsibilities
Instructional Design & Learning Strategy
• Develop courses and materials for diverse audiences and various accessibility needs.
• Use adult learning theories and exercise all parts of ADDIE model or similar.
Content Development & Technical Writing
• Collaborate with learning specialists and SMEs to create and enhance existing content.
• Exhibit technical writing skills to develop content for both internal and external audiences.
• Design professional and successful well branded content for external audiences.
Learning Technologies & Multimedia Development
• Demonstrate creativity when producing training materials including videos, simulations, job aids, eLearning's, etc. while meeting learning objectives and resolving skill gaps.
• Use authoring tools like Articulate Rise, Storyline, Camtasia and more to create excellent engaging yet easily adopted learning experiences.
Project Management & Collaboration
• Meet stated deadlines for work and partner with Director to communicate progress and handling of roadblocks in achieving timelines or goals.
Ownership & Continuous Improvement
• Take ownership of content developed including implementing feedback and continuous improvements in materials to ensure the best possible learner experiences.
Requirements
  • Understanding of adult learning principles and learner accessibility challenges.
  • Experience with partnering with SMEs and Operations leaders to provide solutions to learning concerns and skill gaps.
  • Experience using both Performance and learner-based evidence and feedback for curriculum development needs.
  • Highly organized with attention to detail and the ability to work under varying, often strict deadlines and effectively prioritize workload.
  • Demonstrates an intense curiosity and commitment to constantly learn along with an affinity to workforce diversity.
  • Virtual facilitation experience preferred - combined with professional and technical skills.
  • Exposure to Learning Management Systems (preferably Workday).
  • Experience with authoring tools (Articulate Rise, Storyline, Camtasia etc.).
  • Instructional video creation experience is required. Videos for customers as well as staff is required.
  • Advanced Microsoft Office Suites 365, Zoom, other office/class tools and ID authoring tools.
  • High Emotional Intelligence, professional composure and collaborative spirit.
  • Knowledge of commonly used training concepts (ADDIE, SAM, Design Thinking).
  • Collaborative, matrixed relationship management, communication and facilitations skills.
  • Strong verbal and written communications skills. Effectively communicates with colleagues, program participants and other stakeholders.

Qualifications
Education: BA / BS in Education, or related field preferred. Substantial professional experience may be considered in lieu of a formal degree.
Experience:
  • 3+ years' experience creating all types of training materials and videos including business software tutorial style materials and videos
  • Experience with Articulate and Camtasia
  • 1+ year experience partnering with leaders and SMEs on learning related projects.
  • 1+ yr developing customer/external facing educational materials
  • 1+ year experience facilitating training events virtually preferred.
  • Excellent attention to detail and written communication skills required.

Certificate: The following are a plus:
• C.P.T.D. (Certified Professional in Talent Development) OR
• A.P.T.D (Associate Professional in Talent Development) OR
• Certified Instructional Designer
• Professional certifications such as DISC, Hogan, EQ

This role is eligible for a base salary within the posted range. Actual compensation will be determined based on a variety of factors, including skills, experience, and geographic location. Compensation may vary for positions based in high cost-of-labor markets.
