Who You Are:
The Proposal Writer plays a critical role in supporting Citian's business development and proposal efforts. This position combines traditional proposal coordination responsibilities, such as organizing submissions, tracking requirements, and managing proposal assets, with some hands-on content development and technical writing The Proposal Writer will work closely with proposal staff, subject matter experts, and company leadership to develop and write persuasive, compliant, and high-quality proposals for public sector clients. Success in this role requires exceptional organization, strong written communication skills, curiosity, and the ability to manage multiple priorities in a fast-paced, deadline-driven environment.
Responsibilities:
  • Coordination & Administration
    • Set up and organize proposal documents at pursuit kickoff, establishing folder structures, templates, and tracking tools
    • Manage material requests from teaming partners and subconsultants, tracking submissions and flagging gaps
    • Cold calling to support development of new partners when needed
    • Obtain required certifications, forms, and administrative compliance materials for each submission
    • Support schedule maintenance and deadline tracking
    • Assist with proposal production, formatting, quality checks, and final submission activities

    Content Development
    • Draft and maintain past performance narratives and staff resumes, incorporating impact details gathered from internal teams
    • Interview subject matter experts and coordinate across departments to sharpen content with concrete data and project outcomes
    • Write, copyedit, and proofread proposal sections, ensuring consistency, accuracy, and compliance
    • Support development of proposal outlines, cover letters, and other non-technical proposal content

    Content Management
    • Maintain and organize the content library, including version control and regular updates to common sections (firm profile, resumes, past performances)
    • Maintain graphics library

Required Qualifications:
  • 2+ years of professional experience ideally within business development, pursuits, or capture
  • Background in communications, writing, journalism, English, or a related field
  • Exceptionally organized with strong attention to detail
  • Relationship-forward approach to working in a cross-functional space. Collaboration-minded.
  • Comfortable working under deadline pressure without sacrificing quality
  • Self-starter who can manage multiple moving pieces simultaneously
