Job description

Position Summary

The Technical Proposal Analyst supports the development of compliant, accurate, and compelling proposals for federal government contracting opportunities. This entry-level position works closely with proposal managers, technical subject matter experts, business development personnel, recruiters, and company leadership to develop proposal content that clearly communicates the company’s technical capabilities, experience, and proposed solutions.

The ideal candidate possesses strong analytical, research, writing, and organizational skills and is interested in learning the federal proposal development process. Familiarity with artificial intelligence tools, technical concepts, software development, information technology, or federal contracting is beneficial.

Essential Duties and Responsibilities

  • Reviews requests for proposals, requests for information, requests for quotations, statements of work, performance work statements, and other solicitation documents.
  • Identifies proposal requirements, evaluation criteria, submission instructions, deadlines, and potential compliance risks.
  • Assists with developing and maintaining proposal compliance matrices, outlines, schedules, templates, and content plans.
  • Supports the preparation of technical, management, staffing, past performance, and corporate experience proposal sections.
  • Works with technical subject matter experts to gather information and translate complex technical concepts into clear, concise, and persuasive proposal content.
  • Researches federal agencies, contract requirements, technologies, industry standards, competitors, and potential teammates.
  • Reviews resumes, project descriptions, past performance references, and technical materials for consistency with solicitation requirements.
  • Analyzes job descriptions and labor categories to identify required education, experience, certifications, skills, and responsibilities.
  • Assists with developing staffing matrices, qualification crosswalks, personnel summaries, and other proposal-related materials.
  • Edits proposal content for grammar, clarity, consistency, formatting, responsiveness, and compliance.
  • Supports color team reviews, including Pink Team, Red Team, Gold Team, and final production reviews.
  • Tracks comments, action items, content revisions, and outstanding proposal requirements.
  • Maintains proposal files, templates, reusable content, graphics, reference materials, and document version control.
  • Supports the formatting, proofreading, production, and electronic submission of proposal documents.
  • Uses approved artificial intelligence tools to support research, content development, editing, summarization, data organization, and quality assurance.
  • Reviews AI-assisted content for accuracy, relevance, originality, confidentiality, and compliance with company policies and solicitation requirements.
  • Protects company, customer, employee, candidate, and procurement-sensitive information.
  • Participates in proposal meetings and collaborates with team members in a remote work environment.
  • Performs other proposal, business development, technical writing, or research duties as assigned.

Required Qualifications

Preferred Qualifications

  • Bachelor’s degree in Computer Science, Information Technology, Information Systems, Cybersecurity, Engineering, Technical Communication, English, Business, or a related field.
  • Internship, academic, or professional experience involving technical writing, research, data analysis, software development, information technology, government contracting, or proposal development.
  • Familiarity with federal government solicitations and procurement terminology.
  • General understanding of software development, cloud computing, cybersecurity, data management, help desk operations, systems administration, or other information technology disciplines.
  • Experience using generative AI, writing assistants, research tools, data-analysis tools, or automation platforms.
  • Familiarity with proposal compliance matrices, proposal processes, or structured proposal reviews.
  • Experience with SharePoint, Google Workspace, Adobe Acrobat, Microsoft Teams, or similar collaboration tools.
