Education:     Bachelor's degree

Experience:    10 years

The Program Manager provides overall management, leadership, integration, and accountability for the contract or task order in support of a defense research and development customer. The Program Manager is responsible for day-to-day contract performance, workforce execution, cost/schedule/quality management, regulatory compliance, customer communications, and integrated problem resolution. 

Specific responsibilities include but are not limited to:

  • Manage all aspects of contract and task order execution, including administration, staffing, security, training, quality assurance, deliverable tracking, and performance reporting.

  • Develop, implement, and execute plans for contract management aligned to requirements, customer priorities, regulations, and Gemini standards.

  • Plan, direct, and coordinate work activities of all personnel involved in contract performance.

  • Exercise authority for regulatory compliance and approval of contract-related expenses in accordance with company processes and contractual requirements.

  • Integrate problem resolution into ongoing work activities without degradation to fiscal integrity, mission support, or workforce efficiency.

  • Serve as the primary management interface for Government stakeholders and Gemini leadership.

  • Lead quality assurance, continuous improvement, and performance management activities.

  • Supervise personnel supporting major research and development efforts for defense organizations.

Qualifications:

The candidate must have the following qualifications:

  • Active Top Secret/SCI clearance.

  • Bachelor's degree.

  • Ten (10) years specialized experience as a Program Manager performing SETA Support of similar size, scope and complexity required.

  • At least five (5) years of demonstrated supervisory experience in planning, developing, and executing research and development (R&D) or Systems Engineering and Technical Assistance (SETA) support efforts for a DoW organization.

  • Experience developing and executing contract management plans addressing administration, security, training, quality assurance, staffing, and performance control.

  • Ability to plan, direct, coordinate, and integrate multidisciplinary personnel across all aspects of contract performance.

The following qualifications are desired:

  • Master's degree preferred

  • Experience serving as a Program Manager on a DARPA contract is highly preferred.

  • Management courses or Program Management Professional (PMP) Certification Preferred.

Travel: Occasional local and CONUS travel for customer meetings, program reviews, and contract execution.
