Must Haves:

  • Advise and support implementation of specific biometric design requirements as needed, including enrolment, template management, and 1:1 verification
  • Define and create functional, technical and application models and specifications for facial recognition and biometric systems development; analyze requirements and assist project teams in solution and technical design.
  • Support the implementation of facial recognition and biometric matching capabilities within an OPP Azure cloud environment
  • Creation of technical specifications for facial recognition and biometric system(s) development.
  • Alignment with OPS standards.

Description:

  • Define and create functional, technical and application models and specifications for facial recognition and biometric systems development; analyze requirements and assist project teams in solution and technical design.
  • Support the implementation of facial recognition and biometric matching capabilities within an OPP Azure cloud environment.

Deliverables:

  • Creation of technical specifications for facial recognition and biometric system(s) development.
  • Design, implement and work with the project team in completing all relevant and required documentation.

  • Biometric solution architecture, as well as traceability to solution logical and physical architectures.
  • Ensure PIA, TRA and PEN TEST documents are prepared, with particular attention to the heightened privacy, consent and data-protection obligations associated with biometric information.
  • Create, review, provide input and support of Enterprise Architecture artifacts for all checkpoints as required.
  • Create biometric enrolment and matching workflow, system and user interface design and modifications (data & screen) as required.
  • Review all test scenarios to ensure the requirements are met, including biometric accuracy and performance criteria (e.g., false match rate and false non-match rate); establish a traceability matrix to monitor output.
  • Ensure alignment and adherence to Ministry of Government Services' processes and standards.
  • Support the testing team during system, biometric performance, and UAT testing.
  • Undertake special assignments/sub-projects as assigned.
  • Create and validate business scenarios and use cases for facial recognition and biometric matching.
  • Produce visual depiction of use cases and process flows; ensure alignment with the program area and associated stakeholders.
  • Participate in knowledge transfer.
