Job description

The Program Manager is responsible for the overall management, coordination, and execution of a complex professional services contract supporting requirements in engineering, portfolio management, and strategic planning activities. This role ensures disciplined work performance, technical excellence, cost effectiveness, and timely delivery of all contract requirements. The Program Manager serves as the primary point of contact for all technical and administrative matters and leads a multidisciplinary team to achieve project objectives.

Key Responsibilities:

•    Develop and implement a comprehensive Project Management Plan outlining contract management strategies and processes. 

•    Oversee planning, coordination, technical direction, and surveillance of all contract activities to ensure high-quality and timely delivery. 

•    Establish and maintain management control systems to track task status, deliverables, and resource allocation; provide regular progress reports. 

•    Serve as the single point of contact for all contract-related communications and issue resolution. 

•    Lead and coordinate operational and programmatic functions, including staffing, budgeting, invoicing, and activity reporting. 

•    Support onboarding and training of new team members to ensure readiness and compliance with contract requirements.

•    Facilitate meetings, maintain project calendars, and manage digital collaboration platforms (e.g., Teams, SharePoint). 

•    Ensure compliance with all relevant policies, procedures, and standards for information security, records management, and property management. 

•    Prepare and submit required deliverables, including transition plans, business continuity plans, and monthly progress reports. 

•    Respond promptly to emerging issues and provide solutions within established timelines.

Required Qualifications:

•    Proven experience managing large, multidisciplinary teams and complex projects in a professional services environment. 

•    Demonstrated expertise in project management, including planning, resource allocation, and performance monitoring. 

•    Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project, Outlook), Adobe Pro, and collaboration tools (Teams, SharePoint). 

•    Experience with data visualization and dashboard tools (e.g., Tableau, Power BI) is preferred. 

•    Excellent written and verbal communication skills. 

•    Strong organizational, analytical, and problem-solving abilities. 

•    Ability to work independently and collaboratively, managing multiple priorities in a fast-paced environment. 

•    Bachelor’s degree in a relevant field; advanced degree or PMP certification is a plus.

•    Eligibility for a security clearance is required.

Work Environment:

•    Standard business hours with occasional requirements for after-hours or weekend work. 

•    Some travel may be required. 

•    Combination of on-site and remote work as approved.
