Functions

Responsible for the day-to-day management of the planning and scheduling department, implementation, and detail planning for the program work, including the development of the Integrated Master Schedule and quantifiable backup detail inputs including the development of work packages, logical relationships, resource loading, integration with other IPT plans, Critical Path Analysis, and change management within the requirements of the ESG ISO EVMS and shipbuilding practices. Develops, maintains, and tracks the status of all Government Financial Reports required by the Contract. This position involves significant interaction with the Program Manager (PM), and Business Manager (BM) Control Account Managers and may involve interaction with Operations/Line Management, Finance personnel, Contracts personnel, Procurement, senior technical personnel, and various other functional or support organizations.

Essential Duties & Responsibilities:Because Eastern Shipbuilding is continually growing to meet the needs of our customers, the essential duties and responsibilities may be different than described.

  • Regular attendance at work and the ability to work flexible hours, including overtime, weekends, and holidays.
  • Provide daily directions and support to all planning and scheduling employees in all crafts and routine functions.
  • Coordinate data integration with other departments
  • Expedite critical needs for the program such as BCRs, ad hoc reports, or other documentation.
  • Accountable for CDRLs related to all projects.
  • Assure quality products are produced and identify data anomalies.
  • Provide direction and problem resolution to daily issues and concerns.
  • Provides training in EVMS processes and on-the-job training to stakeholders.
  • Mentor and coach other departments and CAMs in EVMS processes and work instructions including schedule, labor, subcontractor management planning, VAR analysis, and updates for assigned work.
  • Identifies and participates in process improvements for the department.
  • Develops and assures adherence to process work instructions.
  • Develop LOE work packages/work orders, for support groups to support the master schedule based on drawings and CAM Inputs
  • Generate, monitor, and maintain work package changes driven by ECNs or ECPs.
  • Develop the basis of estimates for work packages based on standards and actual performance.
  • Design and create planning staffing models that provide the best optimization of labor, cost, and efficiency.
  • BCR coordination, completion, and workflow. Implement BCRs with schedulers in P6.
  • Perform work in accordance with ESG's ISO standards, Planning and Scheduling Excellence, and EVMS system description.
  • Provide information needed for Earned Value Management reporting. Assist/Create, Run Reports Weekly/Monthly
  • Coordinate planning for multiple projects within the craft including identifying cross-craft dependencies.
  • Expedite operations that delay production schedules and alter schedules to meet unforeseen conditions.
  • Ensure the smooth and costefficient flow of production operations through information management and sharing.
  • Perform other duties as assigned.

Supervisory Responsibilities

Will, directly and indirectly, supervise team members assigned to the planning and scheduling team. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work. Planners and schedulers may still report directly to The OPC Planning and Scheduling Manager for Timekeeping and Review/Evaluation purposes. Travel is primarily local during the business day, although some out-of-area and overnight travel may be required.

Requirements

Education/Experience:BA/BS Degree in Business Administration, Management, Construction, or Engineering required. An equivalent combination of education and experience may be considered. Experience in the USCG/DOD/U.S. Navy or other government shipbuilding experience is highly desired. The commercial equivalent will be considered. 3 or more years of experience as a planner or scheduler or related field as well as 2 or more years' experience in a lead or supervisory position required. Craft/Trade experience and an equivalent combination of education and experience may be considered. Experience with Primavera P6 or other Scheduling Software in a resource-loaded EVMS Schedule, industrial engineering, shipbuilding, and production processes (cross-craft experience), leading teams performing assessments of schedules and other project control data, and communicating priority findings to clients, IBR and Surveillance support understanding and the ability to design and deliver planning training, Project Management support, Cost Accounting background, working in a manufacturing or shipbuilding environment, government contract work, and drawing and modeling software experience are highly desired.

Skills:Advanced level Microsoft Suite experience including Word, Excel, Outlook, and PowerPoint, and a working knowledge of various web-based design and collaboration tools. Must have excellent written and oral communication skills, advanced management and leadership, process improvement, data system, and integration skills. Also requires advanced level experience using P6. Requires excellent presentation/communication skills and the ability to communicate effectively and forge and sustain outstanding client relationships while managing and executing multiple work streams. Ability to work both independently and as part of the project team with the ability to exercise diplomacy and tact. Ability to effectively present information and respond to management, government officials, and public questions.

Requires the ability to multi-task and prioritize tasks with strict deadlines, read, analyze, and interpret, professional journals, technical procedures, or governmental regulations, and rapidly obtain, sort, filter, and analyze large volumes of data for distillation into high-level reports. Must be able to effectively communicate clearly with managers, office workers, and craft workers verbally and in writing. Ability to show initiative and innovation, adapt to ambiguous and fast-paced situations, and track, manage, and prioritize multiple tasks. Demonstrate strong analytical and conceptual skills as well as lead multi-system integrated product teams.

Project Management certification, Process Improvement Certification, PMI Project Management Professional (PMI-PMP), AACE Earned Value Professional (EVP) certification, AACE Planning, and Scheduling Professional (PSP) Certification are desired.
