Job description

The Assistant Director of Payroll and Accounts Payable serves as a key member of the Finance division staff and serves as a leader and mentor for staff in the division and across the college. This position directly assists the Controller in the maintenance of the institution's financial health and manages monthly and fiscal year-end processes related to the College's financial accounting system. The Assistant Director shall directly supervise staff assigned to Payroll and Accounts Payable and shall assist with the supervision of the department as needed in the Controller's absence. The position also provides backup as needed to several financial areas of the college including Purchasing, Student Accounts, and general ledger responsibilities, requiring broad financial knowledge and adaptability.

Qualifications:
Educational Background: Bachelor's Degree with major studies in accounting or related financial field required from an accredited institution of higher education. Master's Degree and/or CPA preferred.
Experience: Required, minimum of five years' experience in financial accounting, ledger maintenance, financial reporting, and payroll within a computerized environment. At least three years of proven supervisory experience in finance and accounting, with a demonstrated focus on overseeing payroll operations and accounts payable functions. Strong proficiency with personal computers and spreadsheet software. Experience with the New York State retirement system and/or managing payroll across multiple states is highly preferred.
Leadership: Dynamic leader with progressive management skills who can inspire and guide a diverse team through change and challenges. Strong conflict resolution skills, clear communication, and a commitment to professional development. Experience leading teams with varying work styles, along with a proven ability to implement process improvements and drive results.
Special Skills: Experience in governmental accounting, higher education, or not-for-profit sectors. Familiarity with Ellucian Colleague preferred. Ability to manage multiple projects and meet deadlines.
Essential Functions:
General Accounting
  1. Directly supervises the payroll function, ensuring accurate processing, distribution and reporting of multiple payrolls.
  2. Directly supervises accounts payable functions ensuring accurate processing, distribution and reporting of multiple payable audits.
  3. Provides leadership and service in the areas of finance and accounting, financial and managerial reporting, compliance, fiscal controls, as well as maintenance of general ledger and preparation of various tax accounting.
  4. Promotes a work environment that is positive, customer-service oriented, student-centered, and compliant with established policies and procedures.
  5. Monitors the college's accounting function and system of controls and makes recommendations to improve staff and system efficiencies were appropriate.
  6. Assists in supervising the daily operations of the accounting department, including accounts receivable, general ledger accounting, and asset management.
  7. Ensures timely and accurate reporting to the federal, state, and local agencies such as payroll, taxes, 1099's, etc.
  8. Monitors and reconciles all payroll accounts, prepares all tax remittances, and completes all governmental filings and wage statements are required.
  9. Participates in year-end financial closing, production of annual financial reports, and coordination of the annual audit activities.
  10. Hires, evaluates, schedules the staff in the college's Payroll and Accounts Payables departments.
  11. Establishes and implements policies and procedures for the purchasing/payables function.
  12. Maintains procedure manuals for all areas under their area of responsibility.

Cash Management
  1. In conjunction with the Controller, maintains cash position, monitors the college's cash flow analysis, and ensures compliance with the cash investment policy.
  2. Monitors cash balances, initiates and approves cash transfers.
  3. Ensures all required reconciliations are accurate and current.
  4. Ensures signature authority over cash transfers is accurate and current and controls over the cash transfer process are adequate.

Other:
  1. Supervises, trains, and evaluates assigned staff.
  2. Performs other related duties as assigned by the Controller and/or VP of Administration and Finance.

Benefits and salary range:
Applicants receiving benefits through the New York State Retirement System should review state regulations regarding post-retirement employment. This position is not eligible for employment under a Section 211 waiver
  1. Competitive starting salary in the range of $60,103 to $67,000 and is commensurate with qualifications
  2. A flexible work schedule is available upon successful completion of training. This position follows a hybrid model, with a combination of on-site and remote work.
