Job description

MINIMUM QUALIFICATIONS: Education: High school diploma or equivalent. Training and Experience: This position requires 3-5 years of experience conducting human resource management. Experience in access to military personnel systems: MilPDS, vMPF, vPC, PRDA, LeaveWeb, ARROWS, CMS, AF Portal, and AF/ANG SharePoint.

Experience with administrative communications, correspondence, and general office management Computer Skills: Proficiency in Microsoft Office products (Outlook, Word, Excel, PowerPoint, SharePoint, and Teams) Security Clearance: Must possess and maintain a Secret security clearance. DUTIES AND RESPONSIBILITIES: The contractor shall provide comprehensive resource management support and create, process, and publish IMA orders. This role is crucial for ensuring the effective allocation of resources, compliance with regulations, and timely processing of orders to support NSEP's mission.

The contractor will collaborate closely with AFNORTH A1, ACC A1R, AF/A1M, RIO OWC, SAF/FMB and other stakeholders to develop and execute resource management plans, manage various personnel systems, and ensure that IMA order requests are processed accurately and efficiently according to established guidelines and timelines. The contractor shall ensure compliance with DAFMAN 36-2136 (Air Force Reserve Management) and the Individual Reservist (IR) Guide. The contractor shall adhere to the requirement that order requests be submitted at least 30 days before the tour start date, in accordance with DAFMAN 36-2136 and the IR Guide.

The contractor shall manage the Annual Training (AT) order process, ensuring all requests are submitted by 31 May each year to facilitate publication of orders by 30 June, per DAFMAN 36-2136. The contractor shall inform requesters that requests submitted after 31 May are subject to disapproval at any endorsement level due to late submission or funding constraints. The contractor shall maintain accurate and up-to-date records of all processed orders in applicable systems (AROWS-R, M4S, TIMES/ACORTS etc.)

The contractor shall generate reports on order processing status, trends, and potential issues, as required. The contractor shall maintain effective communication with IMAs, supervisors, and other stakeholders regarding order status and any required actions. The contractor shall collaborate with NSEP EPLOs (Emergency Preparedness Liaison Officers) to understand their requirements related to resource management and IMA support for approximately 275 annual planning events and exercises supporting the DSCA (Defense Support of Civil Authorities) mission with local, state, federal agencies, and tribal partners.

The contractor shall serve as a subject matter expert on IMA order processing procedures and regulations. Resource Management Planning and Execution The contractor shall collaborate with SAF/FMB to develop and execute resource management plans, ensuring sufficient Steady State and Reimbursable MPA days are allocated to meet NSEP's operational needs. The contractor shall create and maintain data in M4S (Manpower Military Personnel Appropriation (MPA) Man-day Management System (M4S).

The contractor shall load steady-state manpower days into M4S. The contractor shall transfer response operation days to the FAM (Functional Area Manager). The contractor shall manage and maintain data in Total Integrated Mobilization Execution System/ Air Reserve Component Operational Requirements Tracker (TIMES/ACORTS) and AROWS-R (Air Reserve Order Writing System - Reserve).

IMA Order Processing The contract shall process AROWS-R order requests for Individual Reservists (IRs) on various MPA/RPA tour types (e.g., Annual Training, Active Duty for Training). The contractor shall thoroughly review order requests for accuracy, completeness, and compliance with applicable regulations, laws, and policies, including the Joint Travel Regulations (JTR). The contractor shall validate if the requesting member requires any waivers (e.g., medical, training, or other waivers) and ensure proper documentation is included

The contractor shall ensure order requests contain a detailed explanation of the need for the request, along with supporting documentation. The contractor shall respond to order requests with appropriate action or comments within 4 business days of receipt. The contractor shall work with requesters to clarify information, obtain missing documentation, or address discrepancies.

Perform other incidental and related duties as required and assigned. SUPERVISORY/MANAGEMENT RESPONSIBILITY: None
