Salary Range: $90k- 120k

Job Summary

The Program Scheduler / Resource Analyst will provide experienced program scheduling, resource-loaded schedule development, and enterprise resource analysis support for a Program Management Organization. This position will be responsible for developing, maintaining, analyzing, and reporting on integrated project and portfolio schedules using Oracle Primavera P6 EPPM (P6 EPPM). The position will support project managers, technical teams, and PMO leadership by maintaining schedule integrity, analyzing resource demand and utilization, and supporting process improvements across an enterprise scheduling environment.

Years of Relevant Experience


The position requires 5-7+ years of relevant experience supporting a Program Management Organization (PMO) in a process improvement, planning and scheduling role.



Essential Job Functions


The following duties are normal for this position. The omission of specific statements of duties does not exclude them from this position if the work is similar, related, and/or a logical assignment for this position. Other duties may be required and assigned.


  • Proficient in P6 EPPM and/or Microsoft Project (MSP) to create resource-loaded schedules based on input from project managers
  • Configure and use P6 EPPM layouts, filters, activity codes, project codes, calendars, baselines, reports, and dashboards to support enterprise schedule reporting
  • Develop, maintain, and analyze resource-loaded schedules to support staffing forecasts, capacity planning, utilization analysis, and identification of resource constraints across projects and portfolios.
  • Perform resource allocation analysis, identify overallocated or underutilized resources, and provide recommendations to project managers and leadership.
  • Support resource leveling, role-based planning, labor-hour forecasting, and variance analysis between planned, actual, and remaining effort.
  • Implement consistent planning, scheduling, and resource management processes to meet varying project sizes, scope, and needs
  • Experience in preparing, maintaining and progressing a schedule using the critical path methodology
  • Identify, monitor, and status project control milestones
  • Develop what-if scenarios and identify schedule risks and the potential impact to the project's/portfolioโ€™s objectives
  • Apply project scheduling fundamentals like critical path analysis and resource analysis
  • Develop and apply data analysis reports and present schedule performance information to stakeholders
  • Experience in working with the business defining schedule process improvements and translating needs into schedule requirements and long-term Project Plans.
  • Experience working in a collaborative team environment with analysts, engineers, management consultants, and other schedulers
  • Document and control changes and revisions to the schedule
  • Prepare presentation charts and reports and participate in project reviews
  • Understand schedule data conversion concepts for porting MSP and Excel project plans to Primavera P6 projects
  • Compliance with all relevant GAO-16-89G, Schedule Assessment Guide: Best Practices for Project Schedules
  • Occasional travel required as needed by client/s and/or company


Education Requirements

Bachelorโ€™s degree required.

Masterโ€™s degree is a plus and may count as additional years of experience


Skills Requirements

  • Demonstrated technical proficiency in P6 EPPM 22 or greater and/or MSP is required.
  • Demonstrated experience in leading project planning efforts.
  • Experience working in a team environment, empowering team members, and working collaboratively to collect schedule data for project updates.
  • Experience working with project cost teams preferred.
  • Understanding of how to apply risk to project schedules.
  • Experience in IT or software project scheduling preferred.
  • Strong analytical, computer and good interpersonal skills.
  • Experience in project schedule analysis software, such as Steelray Project Analyzer, Oracle Risk / Pertmaster, or similar tools is desired.
  • Experience with, or understanding of, at least one Earned Value Management engine (such as Deltek Cobra) is desired.
  • Understanding of relevant GAO-16-89G, Schedule Assessment Guide: Best Practices for Project Schedules
  • Must be willing to work in a fast-paced work environment and be flexible to work on more than one program.
