Position Function:
The function of this position is to recruit and train migrant parents to form local Parent Advisory Councils (PACs) throughout the state, as well as at the State level. Also, the role involves recruiting migrant parents to represent the families in their communities, who will guide the Migrant Education Program in further development of services and programs for the success of migrant children. Additionally, the Migrant Coordinator provides quality educational, support, and advocacy services based on the identified needs of migratory children and youth, with a focus on students with an educational interruption and risk of academic failure. Extensive statewide travel is required to deliver accessible, individualized tutorial services directly in the homes of migratory preschool to Out-of-School-Youth. Also, the Migrant Advocate develops key networks with schools and community agencies to foster coordination, effective collaboration, and ensure that migratory children receive all the services they are entitled to receive.

As a land-grant university, MSU is proud to have the Mississippi Migrant Education Service Center, which serves agricultural families throughout the state. The Mississippi Migrant Education Service Center is a federal program that offers supplemental and supportive educational services to ensure that migrant children have access to all opportunities that a public education offers. The Mississippi Migrant Education Service Center is funded through the Mississippi Department of Education.
Essential Duties and Responsibilities:
The following examples are intended as illustrations only of the various types of duties assigned in positions allocated to this classification. The absence of specific statements of duties does not exclude those tasks from the position if the work is similar, related, or a logical assignment of the position.
• Responsible for the development, implementation, and leadership support of parent advisory councils (PACs), as appropriate throughout the state.
• Survey parents to determine interests and needs in the home/community.
• Organize and execute the regional and state PAC meetings, collaborating with staff.
• Train local area and statewide PACs to enhance their skills for the purpose of being actively involved in their child's education.
• Assist parents in enhancing their skills (i.e., parent education classes, parent involvement workshops) for the purpose of being actively involved in their child's education.
• Travel extensively throughout the state to deliver supplemental educational and advocacy services to migratory children and youth.
• Provide individualized academic and support services to PK-12 students and Out-of-School Youth (OSY) through home-based and/or site-based outreach in coordination with services already provided through districts and community agencies.
• Serve as a community liaison/advocate for migratory children and youth.
• Help refer migratory families to community agencies for needed services.
• Document all parent/community involvement for grant reporting.
• Obtain or develop a procedure book that includes information from federal statutes and training tools for parents
• Attend all professional development training to increase competency and to ensure rigor and integrity of educational programs.
• Transport students and families as needed to and from educational services, events/meetings, and to access necessary support such as medical and social services.
• Collaborate with the Educational Services Coordinator and intermittent teaching staff to coordinate services and align with the service delivery plan.
• Maintain comprehensive and accurate records of daily activity with students/youth and outreach programs.

Minimum Qualifications:
• Bachelor's degree in education or related field
• State-certified teacher or over 2 years of experience working with PK-12 students and youth.
• Bilingual - Spanish English
• Ability to travel extensively and work flexible hours, including evenings and weekends
• Valid Driver's license
• Ability to work independently, identifying and prioritizing tasks to meet deadlines.
• Basic knowledge of state agencies and community service organizations that serve migratory families.
Preferred Qualifications:
Master's degree in education or related field
Experience organizing events
Experience working with multicultural groups or other nonprofit organizations
Knowledge, Skills, and Abilities:
Speak Spanish fluently.

Working Conditions and Physical Effort
• No unusual physical requirements.
• Requires no heavy lifting, and nearly all work is performed in a comfortable indoor facility.
• Frequent - Externally imposed deadlines; set and revised beyond one's control; interruptions influence priorities; difficult to anticipate the nature or volume of work with certainty beyond a few days; irregular hours may be anticipated; meeting deadlines and coordination of unrelated activities are key to the position.

• Job requires standing, stooping/kneeling/crouching/crawling, and lifting up to 10 pounds

• Hearing requirements: Heavy telephone contact requires the ability to hear and respond to telephone conversations
