Peoplesoft HCM Functional Analyst

Background Information: The HCM Support team supports four payroll cycles per month for more than 4,400 employees. Time & Labor, and Absence Management modules are used to calculate payable time. Data is passed to Central Payroll's mainframe system for actual payments. The HCM Support team provides 1st and 2nd tier user support for all Peoplesoft HR and Enterprise Learning modules. During the previous calendar year, the HCM Support Team resolved 587 service tickets.

Scope of Work: Serve as a subject matter expert for PeopleSoft HCM 9.2. Define and capture business requirements. Provide design, development, testing and deployment expertise for customizations or configuration updates. Provide 2nd tier production support. Perform system configuration, testing, and reporting. Develop system documentation to include, but not limited to, the following: configuration workbooks, test plans, design documents, standard operating procedures, and training materials. Provide knowledge transfer to internal subject matter experts.

Preferred Skills, Experience, and Capabilities: Five years' expert experience in PeopleSoft 9.2 HCM, ELM, and Portal in a development or functional consultant role. Five years' expert experience in PeopleSoft tools 8.59 and later, Application Designer, PS Query reporting, CI, and Process Scheduler. Experience with the following: PeopleSoft upgrades and testing. PeopleSoft selective adoption process. AWE/Workflow. Expert level knowledge of the following: SDLC methodology and processes.

FSCM Functional Analyst

Background Information: The Financial Supply Chain Management system team provides helpdesk and training support to the user community on an as-needed basis. The FSCM team will provide 1st and 2nd tier user support. Currently, there are 850 users that can access the Judiciary's PeopleSoft financial system. During the previous calendar year, the FSCM support team resolved 905 service tickets in the following business areas: Accounts Receivable (OTC) Procure-to-pay (PTP), Accounts Payable, General Ledger, Commitment Control and Security, internal and external interfaces. Helpdesk tickets are normally resolved the same day with the 1st response to the user within one to two hours of receiving the helpdesk ticket.

Scope of Work: Serve as the Subject Matter Expert for PeopleSoft FSCM 9.2. Defining and capture business requirements. Provide design, development, testing and deployment expertise for customizations or configuration updates. Provide all tier level production support. Perform system configurations and testing. Develop system documentation to include: configuration workbooks, test plans, design documents, standard operating procedures, and training materials. Provide knowledge transfer to internal subject matter experts.

Preferred Skills, Experience, and Capabilities: The Client prefers at least one FSCM Analyst to have a bachelor's degree in accounting. Five years' expert experience in PeopleSoft 9.2 FSCM, in a development or functional consultant role. Five years' expert experience in PeopleSoft tools 8.59 and later, Application Designer, PS Query reporting, and Process Scheduler. Experience with the following: PeopleSoft upgrades and testing. PeopleSoft selective adoption process. AWE/Workflow. Expert level knowledge of the following: Peoplesoft chart of accounts and the chart field configuration process in Peoplesoft Financials. Purchasing, e-procurement, grants, contracts, general ledger, commitment control, account payables, account receivables/billing (Order-to-Cash), and Asset Management/Inventory. Ability to provide expert customer service and production support.

Onsite/Hybrid Resources: Offeror proposed resources for the following roles shall perform onsite: Peoplesoft Developer – PeopleSoft HCM. HCM Functional Analyst – Senior HCM Functional Analyst. Project Manager – Senior PeopleSoft FSCM Analyst & Project Manager (combined role). Offeror proposed resource(s) shall provide services onsite in accordance with the current Client/JIS telework and AWS policy as follows: Onsite for three days per week at 189 Harry S. Truman Parkway, Annapolis, MD 21401. Remote for two days per week at a suitable off-site location selected by the Offeror/Offeror proposed resource. The Client reserves the right to determine an off-site location is not suitable (e.g., crowded public space with distracting background noise during meets, or public view of protected data). On-site support may be required, to manage production application issues, security threats, or critical initiatives.
