Position Overview

Collier Engineering Co. Inc. is seeking an experienced Program Manager to lead and oversee large-scale infrastructure and building programs involving multiple general contractors, diverse professional disciplines, and complex stakeholder environments. This individual will serve as the primary point of accountability for program-level performance — ensuring that scope, schedule, budget, quality, and safety objectives are met across all projects within the program.

The ideal candidate brings deep experience managing capital improvement programs, public infrastructure, or institutional building programs where coordination across civil, structural, mechanical, electrical, and architectural disciplines is essential.


Key Responsibilities

  • Provide overall leadership, direction, and management for multi-project programs involving large-scale infrastructure and vertical construction.
  • Serve as the central point of coordination among multiple general contractors, design professionals, subconsultants, and owner representatives.
  • Develop and maintain the master program schedule, budget, and resource plan; track progress and report on key performance indicators to executive leadership and client stakeholders.
  • Establish and enforce program-wide standards for project controls, document management, reporting, quality assurance/quality control, and safety compliance.
  • Lead regular program coordination meetings with GCs, design teams, and owner representatives to identify and resolve conflicts, constructability issues, and schedule interdependencies.
  • Manage program-level risk identification, assessment, and mitigation strategies across all active projects.
  • Oversee contract administration activities including change order review, pay application processing, claims management, and closeout procedures across multiple contracts.
  • Coordinate across engineering and design disciplines — including civil, structural, mechanical, electrical, environmental, and architectural — to ensure design intent is maintained through construction.
  • Build and maintain strong relationships with clients, municipal agencies, permitting authorities, and regulatory bodies.
  • Mentor and develop project managers, engineers, and junior staff assigned to the program.
  • Ensure compliance with all applicable codes, standards, regulations, insurance requirements, and client-specific requirements.
  • Prepare and present program status reports, executive summaries, and presentations to clients and senior leadership.

Qualifications

Required

  • Bachelor's degree in Engineering, Construction Management, Architecture, or a related field.
  • 10+ years of progressive experience in program or project management on large-scale infrastructure, capital improvement, or building construction programs.
  • Demonstrated experience managing programs with multiple concurrent projects, multiple general contractors, and multidisciplinary professional teams.
  • Strong working knowledge of project delivery methods including Design-Bid-Build and Design-Build.
  • Proven ability to manage program budgets exceeding $50M and schedules spanning multiple years.
  • Expertise in contract administration, construction claims, scheduling (CPM), and cost control.
  • Excellent written and verbal communication skills with the ability to present to executive and public audiences.
  • Proficiency in project management software (Primavera P6, MS Project, Procore, or similar).

Preferred

  • Master's degree in Engineering, Business Administration, or Construction Management.
  • Professional Engineer (PE) license, PMP certification, or CCM credential.
  • Experience with public-sector clients, municipal infrastructure, or institutional building programs.
  • Familiarity with local, state, and federal permitting and regulatory processes.
  • LEED AP or other sustainability credentials.
