SENIOR MANAGER EXTERNAL WORFORCE GOVERNANCE

As our Senior Manager - Middle Office External Workforce, you will own and strengthen governance over Coty's nonemployed workforce, ensuring every external workforce request is compliant, valuedriven, and aligned with business, financial, and workforce strategy.

THE ROLE

OPTIMIZE, ENABLE, INNOVATE!

As our Senior Manager - Middle Office External Workforce, you play a critical role in overseeing and optimizing all requests for nonemployed workers across the organization. You will validate and challenge demand, drive governance and transparency, lead a small team, and partner crossfunctionally to ensure cost efficiency, compliance, and strategic workforce decisions.
You will be reporting to GBS - P2P Procurement & Capabilities, and you will manage:

1. Request Governance & Workforce Validation

  • Act as the primary intake point for all nonemployed workforce requests (contractors, temporary labor, SOWbased engagements, blue/white/pink collar)
  • Challenge and validate requests against operational needs, budgets, and workforce strategy
  • Assess business justification, skill requirements, duration, and cost structures
  • Ensure compliance with internal policies and local labor regulations
  • Partner with HR and Procurement to define the most appropriate sourcing model

2. Leadership & Team Management

  • Lead, coach, and manage a team of 2 external workforce analysts/coordinators
  • Set clear performance expectations, KPIs, and service standards
  • Foster a culture of accountability, continuous improvement, and value creation
  • Ensure consistent quality and timeliness of request processing

3. Stakeholder Management & Advisory

  • Act as a trusted advisor to business leaders on external workforce options
  • Communicate clearly on request outcomes, required adjustments, and compliance considerations
  • Build strong relationships with HR, Procurement, Legal, Finance, and Operations
  • Influence stakeholders and challenge decisions constructively

4. Reporting, Analytics & Governance Frameworks

  • Develop and deliver reporting on request volumes, approval trends, cost avoidance, and workforce mix
  • Track KPIs such as timetoapprove, compliance adherence, request quality, and savings
  • Provide datadriven insights and recommendations to senior leadership
  • Continuously improve governance frameworks, approval matrices, and documentation
  • Support audits, risk assessments, and policy updates related to external workforce management

Your skills and experience include:

  • Bachelor's degree in Business, HR, Procurement, Supply Chain, or related field
  • 7-10 years' experience in contingent workforce management, procurement, HR operations, or governance roles
  • Proven experience challenging business requests using structured decision frameworks
  • Strong analytical and reporting skills (Excel, Power BI or similar tools)
  • Demonstrated peopleleadership experience
  • Excellent communication, negotiation, and stakeholdermanagement skills
  • Strong business acumen, risk awareness, and datadriven mindset
  • Experience in multinational or matrixed organizations (preferred)
