Job description

Location:  Fort Washington, MD (Hybrid: On-site and Telework)

Clearance:  TS/SCI 

Education:  BA/BS (or AA/AS plus an additional 4 years of related work experience.) 

Outcomes: 

The successful candidate is expected toaccomplishthe following outcomesduring thefirst yearinthe position: 

  • Formally track all tasks, toincludeassigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request. 

  • Develop digitalcontinuity folders andfilesthat include standard operating procedures,workflows and POC lists toaccomplishall tasks. 

  • Create 2-3 products beyond the client's requirements that positivelyimpactthe client to either increase efficiency, effectiveness, or innovation. 

  • Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals andobjectives. 

  • Master position tasks within 60 days and exceed requirements within 90 days. 

  • Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving. 

  • Make recommendations on process improvements and practices that improve quality,speedand/or efficiency. 

Responsibilities: 

The Human Resources Specialistprovidessupport,to include insight and recommendations, for the Human Capital processes to SAF/CDMX Senior Leadership. Provides review, quality control, andaccurateprocessing of onboarding paperwork by working closely and coordinating with multiple stakeholders (CDM HC, CDM + CDMX Security, Supervisors, etc.) to ensure all necessary hiring and personnel actions are executed ina timelyfashion and recorded properly. This will include proper handling of PII through encrypted emails and DoD SAFE. Manages, updates, and works seamlessly in several databases and systems (CDM Enterprise Resource Management System [CERMS], ServiceNow [SNOW], Shared Drives, O365 applications -SharePoint Online [SPO], Excel, Outlook [Shared Mailboxes])while supporting section 1.3.10.4 of the PWS. 

Specific responsibilities includebut are not limited to: 

  • Assistsinallocating, managing, and accounting for all Civilian and Military Personnel assigned toCDM. 

  • Assistsin program, budget, and execution of the formulation formanpowermanagementanalysis. 

  • Actsas a liaison to service personnel andmanpoweroffices. 

  • Organizes,maintains, andupdatesshort- and long-termstrategicplans for theorganization. 

  • Assistsin providing programming, budgeting, and execution formulation formanpowermanagement analysis to include Organizational and Authorization ChangeRequests. 

  • Preparesinternal CDM directives and instructions toestablishpolicy and provide direction to implement higher Headquarters' (HQ) requirements. Develop and produce Civilianmanpowermanagement analysis(RR #42). Serve as the administrative liaison with the services, OSD and Unified Commandsand Operational Units in Continental United States (CONUS) and Outside the Continental United States(OCONUS). 

  • Formulatesand advisesin the completion of HR actions to meet operational requirementsto include Recruit Fill, Reassignment, Transfer, Detail, Promotion, and Resignationactions. 

  • Maintainsand update suspense files on HRactions. 

  • Managesthe HR correspondence, directives, SOPs, andguidance. 

  • AssistsCDM Managers in coordinating, reviewing, andfinalizingposition descriptions, core documents, job analysis worksheets, and building complete personnelpackages. 

  • EnsuresMemorandums of Agreements (MOAs) and Memorandum ofUnderstandings (MOUs) are updated or revised at least annually, or asotherwise required by the MOA/MOU, and copies aremaintainedin a networkaccessiblemanner, when allowed by security requirements per DoDI 4000.19.Completespending HR actions to meet operationalrequirements. 

  • Supportsthe Personnel Chief and Mission Directorates Support with HRprocesses, organizational correspondence, andgeneral personnel position description development, asnecessary. 

  • Preparesand manage the HR correspondence, directives, SOPs, personneltransfers, andmanpowerand billet establishment andmonitoring. 

  • Completesmanpowermanagementanalysis. 

  • UtilizesDefense Civilian Personnel Data System (DCPDS),MyPers, andMyBiz,as necessary. 

Qualifications: 

The candidate must have the following qualifications: 

  • Minimum of five (5) years of related work experience, 

  • Minimum of four (4) years of specificwork-relatedexperience in support of a DODcomponent. 

  • Professional level knowledge of customer care processes. 

  • Knowledge of or ability toacquireknowledge of DTS and various software systems. 

  • Ability to work independently and as a member of a team. 

The following qualifications are desired: 

  • Experience supporting the SAF/CDMX mission and an understanding of SAF/CDMX institutional processes. 

  • Experience as an administrative officer/office manager and total business process within a military organization, preferably within a headquarters staff. 

  • Knowledge of Air Force protocol for development of invitations and formal correspondence. 

  • Knowledge or familiarity with Personnel Security requirements and protocols. 

Travel: May be expected to travel between local sites on occasion, very infrequent.
