Michael Baker International's GovTech practice delivers technology-enabled solutions that help governments provide smarter, faster, and more accessible public services. Our capabilities span Digital Government, Public Safety Solutions, and Tech-Enabled Services, including cloud-based platforms, permitting and licensing systems, digital identity solutions, next-generation 9-1-1, geospatial data management, AI-enabled software, grant and case management systems, and contact center solutions. By integrating technology with deep domain expertise in infrastructure and program management, GovTech empowers agencies to modernize operations, enhance security, and better serve their communities. LiveTwin, Michael Baker's branded digital twin platform, represents a transformational offering across GovTech and across the enterprise, with applications spanning public safety, critical infrastructure, and government modernization. The General Manager, LiveTwin, owns the commercial strategy, go-to-market execution, and business growth of this strategic initiative.

What We're Looking For

Michael Baker International is seeking a General Manager, LiveTwin, to own the business growth and execution strategy for LiveTwin within GovTech. This is a fully remote position with flexible work location across the U.S., with moderate travel required for client engagement, cross-functional alignment, and leadership presence. You will serve as the business owner accountable for revenue, pipeline, partnerships, and go-to-market execution while leading cross-functional collaboration across GovTech, the CTO's product organization, and DATAMARK delivery and operations teams. Candidates must be U.S. citizens or Green Card holders; no sponsorship is provided.

What You'll Do

  • Own and execute the LiveTwin business plan, including pipeline acceleration, customer acquisition, expansion, and renewals, with accountability for revenue targets and business performance.
  • Establish weekly and monthly operating cadence with clear governance including funnel reviews, forecast accuracy, deal reviews, and performance metric tracking (pipeline, ARR, win rate, cycle time, customer health).
  • Lead go-to-market strategy including market segmentation, positioning, use case development, and messaging alignment across GovTech and DATAMARK commercial teams.
  • Build and execute seller enablement programs and repeatable sales motion across internal and partner channels to scale revenue with disciplined execution.
  • Serve as the business partner to the CTO product and platform organization, aligning roadmap priorities to market demand and building structured feedback loops from customers and sellers into product decisions.
  • Define commercial model, pricing, and packaging strategy ensuring clarity on core platform components, modules, and services; establish boundaries and ensure repeatability at scale.
  • Own end-to-end customer experience from initial sale through delivery, support, and renewal, ensuring strong coordination and handoff protocols between sales, delivery, and customer success teams.
  • Lead cross-functional governance and operating model across GovTech, CTO, and DATAMARK organizations, establishing clear decision rights, accountability, and stakeholder alignment.
  • Ensure government buyer readiness including security, compliance, documentation, and procurement alignment required for public sector sales cycles.

What You Need to Succeed

Required:

  • Bachelor's degree in business, technology, engineering, computer science, or a related field.
  • 5+ years of proven P&L ownership with general management, business unit leadership, or product experience.
  • 2+ years in services delivery leadership, including demonstrated success scaling implementation capacity and managing customer success outcomes.
  • Experience distinguishing between product-led and services-led business models, with ability to position and price accordingly.
  • Demonstrated success scaling SaaS or technology-enabled businesses with responsibility for revenue, pipeline, commercial execution, and delivery operations.
  • Strong cross-functional leadership and executive communication skills with ability to influence matrix organizations without direct authority.
  • Business acumen including financial modeling, pricing strategy, margin management, and disciplined go-to-market planning.
  • Ability to translate customer needs and market feedback into product priorities and drive alignment with product development teams.
  • Ability to manage professional services delivery operations, establish capacity planning, and ensure project delivery quality and profitability.

Preferred:

  • Experience in public sector markets, public safety, or critical infrastructure.
  • Familiarity with digital twin, spatial technologies, geospatial solutions, or indoor mapping technology.
  • Background in enterprise SaaS product management or technology product leadership with embedded services delivery experience.
  • Experience establishing operational processes including lead intake, pipeline governance, onboarding workflows, delivery project tracking, and customer success metrics.
  • Knowledge of government procurement, compliance requirements, or security frameworks relevant to public sector sales.
  • Experience managing or scaling professional services organizations, including team structure, resource planning, and delivery profitability.
