Job Duties

This position is only open to current state employees. The Virginia Department of Motor Vehicles (DMV) is seeking an External Operations Specialist to join the Motor Carrier IFTA/IRP team. This position manages high-volume transactions within DMV's external motor carrier systems, such as EZFleet, ensuring compliance with federal and state regulations. This role involves extensive interaction with customers and stakeholders to resolve cross-system discrepancies, process transactions, and maintain operational integrity. This position collaborates closely with internal teams to provide timely, accurate service and educates stakeholders on compliance requirements and DMV system benefits.
Responsibilities Include:

Processing and verifying International Registration Plan (IRP) and International Fuels Tax Agreement (IFTA) applications and tax returns, ensuring accuracy and compliance with federal and state regulations.
Verifying and maintaining compliance with PRISM, Heavy Vehicle Use Tax (HVUT), and DMV standards for all vehicle, customer, and title records.
Addressing customer and stakeholder inquiries related to external systems, providing accurate information and compliance guidance.
Processing payments and refunds for external transactions, reconciling discrepancies with DMV fiscal policies.

Minimum Qualifications

Ability to interpret, apply, and validate federal and state regulations and policies to ensure accurate processing of customer transactions and documentation
Proficient in providing customer service and providing clear guidance on compliance standards
Advanced organizational and data entry skills to manage high-volume tasks, track compliance issues, and maintain accurate records
Proficiency in reconciling financial transactions to ensure accuracy in payments, refunds, and revenue tracking
Demonstrated use of interpersonal skills to work cooperatively with others in a team environments
Strong working knowledge of accounting principles and practices and demonstrated ability to apply mathematical concepts to calculate and verify tax computations
Skilled in managing multiple assignments and systems simultaneously and work under pressure during peak workload periods

Additional Considerations

Knowledge of DMV systems related to Commercial Motor Vehicles
Knowledge of Motor Carrier programs related to motor carrier services, including IRP, IFTA, and PRISM programs, with the ability to ensure compliance in all processes.
