Job Overview

The Operations Manager, reporting to the General Manager, is responsible for leading and optimizing daily operations across wastewater treatment facilities and field services. This role provides direction to supervisors and technicians, ensuring compliance with regulatory standards while driving efficiency, safety, and environmental stewardship. The Operations Manager plays a critical role in aligning operational performance with organizational goals, fostering continuous improvement, and delivering service excellence.

Essential Job Functions

Leadership & Oversight

  • Provide overall leadership and direction for wastewater treatment plant operations and field service delivery to ensure safe, compliant, and efficient performance
  • Supervise the Route Supervisor, guiding driver supervision practices, route performance, safety compliance, and service quality.
  • Partner with the General Manager on workforce planning, performance management, coaching, and corrective action.
  • Train, coach, and develop supervisors and technicians to build technical capability, leadership readiness, and succession planning.

Operational Management

  • Ensure adequate staffing levels, scheduling, and coverage across routes and plant operations.
  • Oversee treatment processes including screening, sedimentation, filtration, pH control, polymer dosing, and disinfection.
  • Review operational and monitoring data to identify trends, risks, and opportunities for improvement.
  • Drive preventative maintenance programs and ensure equipment reliability across treatment systems and fleet infrastructure.
  • Oversee routine and emergency maintenance of pumps, valves, DAF systems, screeners, cake disposal systems, tanks, and related equipment.
  • Review route productivity and efficiency metrics (hours, mileage, disposal volume, service intervals) and partner with the Route Supervisor to improve performance, capacity planning, and cost control.

Compliance and Safety

  • Ensure compliance with all local, state and federal environmental, DOT, OSHA, and safety regulations.
  • Lead root-cause analysis and corrective action planning for operational, safety, service, or compliance incidents.
  • Ensure accurate completion of logs, inspections, maintenance records, route documentation, and compliance reporting.
  • Prepare and review operational and regulatory reports for leadership and external agencies.
  • Develop, implement, and oversee emergency response and spill prevention plans; serve as incident commander when required.
  • Promote a strong safety culture through consistent execution of safety programs, training, and PPE requirements.
  • Ensure route observations, safety audits, and driver coaching activities are completed, documented, and tracked.

Customer and stakeholder Engagement

  • Provide leadership-level escalation support for customer service issues, service failures, and route disruptions.
  • Collaborate with cross-functional partners including Fleet, Dispatch, Sales, Environmental Compliance, and HR.
  • Participate in audits, inspections, and regulatory site visits.

Financial and Strategic Support

  • Support budgeting, chemical usage optimization, fleet coordination, and operational cost-control initiatives in partnership with the General Manager.
  • Contribute to continuous improvement initiatives aligned with business objectives.
  • Perform other duties as assigned

Supervisory Responsibilities

Directly supervises the Route Supervisor and Plant Supervisors or Lead Technicians, as applicable. Provides leadership, coaching, and performance management for supervisory staff and maintains indirect oversight of drivers, plant technicians, and operational employees. Responsible for ensuring effective staffing, training, regulatory compliance, and employee relations in partnership with the General Manager and Human Resources.

What You Need:

  • High School Diploma or equivalent required; Associate or Bachelor’s degree in Environmental Science, Engineering, Transportation, or related field preferred.
  • Minimum of 7 years of experience in wastewater, transportation, or industrial operations, including at least 3 years in a supervisory or management role.
  • Strong knowledge of wastewater treatment processes, routing operations, and environmental compliance requirements.
  • Demonstrated leadership ability with proven experience managing teams in operational environments.
  • Excellent problem-solving, data analysis, and decision-making skills.
  • Proficiency in Microsoft Office Suite and operational reporting systems.
  • Flexibility to work varied hours and respond to operational issues as needed

Certifications:

  • OSHA Safety Training – preferred
  • First Aid/CPR Certification – preferred
  • Confined Space Entry Certification – preferred
  • Wastewater Operator or similar state certification – preferred, where applicable
  • Commercial Driver’s License (CDL) – preferred but not required

Physical Requirements:

  • Ability to lift and carry up to 50 pounds
  • Ability to walk, climb stairs and ladders, and work at varying heights
  • Ability to work in confined spaces and around treatment systems
  • Ability to work in varying weather conditions with exposure to odors and potentially hazardous materials
  • Sufficient vision and hearing to monitor operations and identify safety or equipment issues
