Job description

Overview
Mano Lani is looking for a Program Manager who will serve as the prime contractor's senior representative and the Government's primary contractor point of contact for all Marine Corps PKI Support Services contract activities. This individual provides executive-level oversight, technical direction, and administrative leadership for all contractor personnel supporting the United States Marine Corps Public Key Infrastructure program at Marine Corps Base Quantico and subordinate sites. The PM ensures contract performance is delivered on time, within cost, and in full compliance with the Performance Work Statement.
Key Responsibilities
• Serve as the Government's primary contractor point of contact; maintain regular communication with Marine Corps PKI leadership and the Contracting Officer's Representative
• Provide management, technical oversight, direction, and quality assurance for all contractor personnel across all PWS task areas
• Host and facilitate monthly In-Progress Reviews with the TPOC, COR, and key Government stakeholders; prepare and distribute agendas and written meeting minutes
• Develop, maintain, and update the Project Management Plan to reflect current methods, staffing matrices, SOPs, milestones, and Work Breakdown Structure
• Plan and conduct quarterly contract status meetings covering performance, deliverables, staffing, financial status, and quality metrics
• Oversee transition-in and transition-out planning to ensure seamless continuity of PKI services throughout the contract lifecycle
• Track and report financial status of non-firm-fixed-price line items and projected costs for reimbursable contract line items
• Apply proven program management practices aligned with ITIL v4 and DoD acquisition policy throughout the contract lifecycle
• Report any Organizational Conflicts of Interest immediately to the Contracting Officer
• Manage subcontractor performance and ensure compliance with all contract terms and conditions
Requirements
Required Qualifications
• Must be a U.S. citizen and able to obtain and maintain a government security clearance
• Bachelor's degree in Business Administration, Information Technology, Cybersecurity, or a related field
• CISSP, CISM, CCISO, or GSLC required; must be maintained throughout the contract period of performance
• CompTIA Security+ CE or equivalent DoD 8570/8140 IAM Level II/III baseline certification
• Demonstrated understanding of DoD and NSS Public Key Infrastructure operational and technical requirements
• Experience managing multi-site, multi-functional IT or cybersecurity services contracts for DoD or Federal Government customers
• Familiarity with FAR/DFARS contract administration, CPARS, and Government reporting requirements
Preferred Qualifications
• Master's degree in Business, Information Technology, Cybersecurity, or Project Management
• Project Management Professional (PMP) certification
Prior experience supporting USMC, DON, or DoD PKI programs
Experience managing Indefinite Delivery / Indefinite Quantity (IDIQ) task-order contracts
Preferred Qualifications
• Prior military service or direct experience supporting Marine Corps or Joint training exercises.
• Experience supporting simulation-based exercises, operational planning events, or military training programs.
• Familiarity with MAGTF operations, MEF exercises, or Marine Corps training processes.
• Experience managing geographically dispersed personnel and travel-intensive operations.
Security:
Requires the applicant to possess and maintain an active security clearance for the position. Eligibility requirements include US citizenship.
Physical Requirements:
Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 25 lbs.
